SUBJECT:      Concept Plan:  Orange Water and Sewer Authority Mason Farm Wastewater Treatment Plant - Water Reclamation Facility

DATE:            June 19, 2006

Tonight, the Council considers a Concept Plan for the OWASA Mason Farm Wastewater Treatment Plant – Water Reclamation Facility.  The 23.4-acre OWASA Mason Farm Wastewater Treatment Facility is located on the south side of Mason Farm Road adjacent to the North Carolina Botanical Garden and the UNC Finley Golf Course.

The development proposal includes construction of a reclaimed water storage and pumping facility and the associated piping at the Mason Farm Wastewater Treatment Plant. The site is located in the Industrial (IND) zoning district and the Resource Conservation District. In accordance with the Land Use Management Ordinance, there has been no staff review of the Concept Plan. The Concept Plan is before the Council tonight because the existing Special Use Permit meets the thresholds which trigger Council review.

We recommend that the Council review this Concept Plan, receive comments from the Community Design Commission and citizens, and adopt a resolution transmitting comments to the applicant.
