A RESOLUTION ESTABLISHING A SPECIAL COMMITTEE TO CONSIDER DEVELOPMENT OF A WIRELESS COMMUNICATION NETWORK (2006-06-26/R-28)

WHEREAS, the Town Council of the Town of Chapel Hill is interested in exploring the potential value of developing a community wireless communication network; and

WHEREAS, the Council recently sponsored a public forum to provide and obtain information about community wireless communication networks already developed or being developed in other cities; and

WHEREAS, the Council believes that a reasonable next step in exploring the potential value of such systems and optional means for developing such a systems in Chapel Hill, and perhaps in adjoining areas; and

WHEREAS, other governmental units and private business may benefit from cooperating with each other in a partnership to explore and potentially develop a wireless communication network;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby establishes a Special Committee to Consider Development of a Wireless Communication Network.

BE IT FURTHER RESOLVED that the Council specifically invites and requests that the following organizations authorize service on the Committee by their chief information technology officers or their designees:

• The Town of Chapel Hill
• The Town of Carrboro
• The County of Orange
• The Orange Water and Sewer Authority
• The Chapel Hill-Carrboro City Schools
• The University of North Carolina at Chapel Hill
• The UNC Hospitals
• The Chapel Hill- Carrboro Chamber of Commerce
• Blue Cross/Blue Shield of North Carolina

BE IT FURTHER RESOLVED that the Council also requests that the following organizations nominate representatives to serve on the committee:

• The Student Government of the University of North Carolina at Chapel Hill
• Empowerment, Inc.
• (add such other organizations as the Council may determine desirable)

BE IT FURTHER RESOLVED that Council Members ________________and ______________are appointed to serve as Council Liaisons to the Committee; the Council Members will serve as Co-Conveners to initiate the work; and the Committee shall elect its own Chair and Vice Chair from among the Members of the Committee

BE IT FURTHER RESOLVED that the Council also authorizes the Town Manager to solicit applications for service on the committee by citizens who have specialized knowledge of wireless communication networks.

BE IT FURTHER RESOLVED that nominations to the Committee shall be made at the September 11, 2006 Council meeting and appointments shall be made at the September 27, 2006 Council meeting.

BE IT FURTHER RESOLVED that the Committee is charged to explore the potential value of developing a community wireless communication network, options for developing such systems and the costs and benefits of key options, a recommended approach with a estimated costs and a work schedule, and such other matters as would be directly relevant to these tasks.

BE IT FURTHER RESOLVED that the Committee is requested to complete its work and report to the Council by January 8, 2007; and, that the Committee will be dissolved upon the submittal of its report unless extended by the Council.
