subject:      Appointments to the Downtown Parking Committee

Tonight, the Council may make appointments to 15 vacancies on the Downtown Parking Committee and adopt a resolution selecting Council member(s) to serve on this Committee.

On May 8, 2006, the Council adopted a resolution establishing a charge and composition for a Downtown Parking Citizens Committee.  The Citizens Committee is to include no more than 15 members with the following composition:

• Council Members
• Downtown Partnership Members
• Planning Board Member
• Transportation Board Member
• University of North Carolina representative
• Chamber of Commerce representative
• downtown business operator
• downtown business owner
• citizens who work, shop, or visit downtown
• adjoining neighborhood representatives

The Planning Board has selected Tom Jensen, the Transportation Board has selected Augustus Cho, the University of North Carolina has selected William T. Tricomi, and the Chamber of Commerce has selected Aaron Nelson to serve on this Committee.

In considering appointments to any board, committee or task force where the membership is not otherwise restricted by law or ordinance, the Council may appoint non-residents, not to exceed 40 percent of membership to an ad hoc committee or task force by following the Councils normal procedure for voting on appointments (excerpt from the Council Procedure Manual).
