SUBJECT: Authorization to Submit the 2005-06 Public Housing Assessment System (PHAS) Management Operations Certification

The purpose of this memorandum is to request authorization to submit the 2005-06 Public Housing Assessment System (PHAS) Management Operations Certification to the U. S. Department of Housing and Urban Development.
BACKGROUND
The Public Housing Assessment System (PHAS) Management Operations Certification must be submitted to the U.S. Department of Housing and Development annually by August 31.
The PHAS Certification establishes procedures whereby HUD evaluates the management of public housing agencies. Using standard performance criteria for all agencies, HUD determines areas of good management and areas needing improvement. The information included on the PHAS Certification is based on a self-evaluation of a public housing agency’s overall performance in the following areas:
On September 12, 2005, we provided the Council with information included on the 2004-05 PHAS Certification. HUD has not completed its review of the information.
DISCUSSION
The 2005-06 PHAS Certification is due to the U.S. Department of Housing and Urban Development by August 31, 2006. Because the next regular business meeting of the Council is not until September 11, 2006, we recommend that the Manager be authorized to submit the report to HUD by August 31, 2006, and to the Council at its September 11, 2006 meeting.
RECOMMENDATION
That the Council adopt the attached resolution authorizing the Manager to submit the 2005-06 Public Housing Assessment System (PHAS) Management Operation Certification as required by the U.S. Department of Housing and Urban Development.
