of Traffic Regulations Ordinance Amendment for Several Public Streets

PURPOSE
The attached ordinance
would amend Chapter 21 of the Town Code of Ordinances regarding the following
regulations:
- Placement of stop signs and the assignment of speed limits on
recently accepted public streets in Chapel Hill.
- Establish 25 mph on Dobbins Drive between Franklin Street and Erwin Road.
We recommend enactment of the
attached ordinance.
BACKGROUND AND DISCUSSION
Public streets serving new
development projects in Chapel Hill are accepted by the Town for regulation and
maintenance upon satisfactory completion of construction. At that time,
all signs and markings are installed and the streets are considered acceptable
for public use. Once accepted by the Town, new
streets must be included in the Town Code of Ordinances to codify the placement
of regulatory signs and the establishment of speed limits. The attached
ordinance deals with streets that have been accepted by the Town but have not
yet been listed in the Town Code. Please see the area map provided in Attachment
1.
In response to a citizen request,
the State recently agreed to change the speed limit from 35 to 25 mph on Dobbins Drive between Franklin Street and Erwin Road. Please see the area map provided in
Attachment 1. A copy of the letter from the State is provided in Attachment 2.
The attached ordinance includes the change in speed limit for Dobbins Drive.
MANAGER’S RECOMMENDATION
That the Council
enact the attached ordinance that would amend Chapter 21 of the Town
Code of Ordinances regarding the following regulations:
- Placement of stop signs and the assignment of speed limits on
recently accepted public streets in Chapel Hill.
- Establish 25 mph on Dobbins Drive between Franklin Street and Erwin Road.
