HUMAN SERVICE PROGRAM RECOMMENDATIONS

 

The appendix includes the mission of each agency, 2005-2006 allocation, amount requested and the Human Services Board’s recommendation for 2006-2007.

 

A HELPING HAND

A Helping Hand has identified the following goals; to enable senior citizens to live independently, maintain high levels of wellness and avoid institutionalized care. Services include accessibility to health care, mobility assistance, medication reminders, adequate nutrition and a safe home environment.

2005-06 Allocation:  $2,500                           2006-2007 Request:  $4,000

Recommendation: Funding of $2,500 to provide subsidies to assist low-income senior citizens and disabled adults that are Chapel Hill residents. 

 

ADOLESCENT PREGNANCY PREVENTION COALITION OF NC

The mission of APPCNC is to lower the rate of teen pregnancy in Orange County and North Carolina. The program offers training to youth-serving providers to expand their capacity to implement teen pregnancy prevention education.

2005-2006 Allocation:   $1,500                      2006-2007 Request:   $1,750

Recommendation: Funding of $1,000 to be used for teen pregnancy prevention training and guidance in implementing programs for providers who serve youth in Chapel Hill.

 

ALLIANCE OF AIDS SERVICES - CAROLINA

The Alliance's mission is compassionate and non-judgmental care, prevention, education and advocacy for people living with HIV/AIDS, their loved ones, caregivers and the community at large.

2005-2006 Allocation:   $1,500                      2006-2007 Request:   $1,500

Recommendation: Funding of $1,500 to the Alliance for services to Chapel Hill clients this year.

 

ALTERNATIVE SENTENCING

Orange and Chatham Alternative Sentencing provides written individualized reports to the judge at the sentencing hearing for offenders and recommends structured sentencing plans.

2005-2006 Allocation:   $4,000                      2006-2007 Request:   $8,000

Recommendation:  Funding of $6,000 for services to Chapel Hill residents.

 

AMERICAN RED CROSS

The American Red Cross identifies its mission as providing relief to victims of disasters and to help people to prevent, prepare for and respond to emergencies.

2005-2006 Allocation:   $1,000                      2006-2007 Request:   $3,000

Recommendation: Funding of $1,000 this year to provide disaster relief.

 


 

BIG BROTHERS BIG SISTERS OF THE TRIANGLE

The mission of Big Brothers Big Sisters is to provide adult mentors to children who live in single parent homes or other children n need of a secondary role model.

2005-2006 Allocation:   $4,000                      2006-2007 Request:   $10,000

Recommendation: The Board recommends funding of $4,000 to support the mentoring program for children from Chapel Hill.

 

 

CHAPEL HILL-CARRBORO YMCA – Boomerang Program

Boomerang program is an alternative to suspension program serving Chapel Hill-Carrboro City Schools. The program provides a structured, supervised environment to students who are on short-term suspension from school.

2005-2006 Allocation:    Did not apply          2006-2007 Request:    $3,000

Recommendation: Funding in the amount of $2,000 is recommended for Boomerang to support their collaborative programs for youth suspended from school.                                                         

 

 

CHARLES HOUSE

Charles House is a private nonprofit agency whose mission is to care for older adults with disabilities, providing enriching social and recreational activities during daytime hours; to provide respite, counseling referrals, and educational services for family caregivers, and to advocate for and support development of a system of community eldercare alternatives.

2005-2006 Allocation:   $6,500                      2006-2007 Request:   $7,000

Recommendation: Funding of $6,500 to subsidize adult day care services for client families from Chapel Hill.

 

 

CHILD CARE SERVICES ASSOCIATION

Child Care Services is a nonprofit agency that promotes affordable, accessible high quality childcare for all children and families.

2005-2006 Allocation:   $10,000                    2006-2007 Request:   $10,000  

Recommendation: Funding of $9,000 for childcare scholarships for Chapel Hill children from low to moderate-income families.

 

 

CHRYSALIS FOUNDATION

The mission of Chrysalis Foundation is to develop resources to meet mental health needs of adults and children in our communities. Goals include maintaining clubhouse models of mental health services, expanding mental health services, housing and other programs.
2005-2006 Allocation:    Did not apply          2006-2007 Request:   $5,000

Recommendation:  The Board recommends funding of $1,000 to assist in the continued expansion of supportive housing resources in Chapel Hill.                   

 

 

CLUB NOVA

Club Nova serves adults in Orange County living with severe and persistent mental illness and provides them with structured daily activities as well as social, vocational and residential opportunities.

2005-2006 Allocation:   Did not apply           2006-2007 Request:   $5,000

Recommendation:  The Board recommends $2,000 to support the administrative unit of Club Nova.

 

COMMUNITIES IN SCHOOLS IN ORANGE COUNTY

Communities in Schools of Orange County coordinates the delivery of services to youth and their families to help children learn, stay in school and prepare for life. The program connects students to community resources, provides students and parents a support system and provides opportunities that promote positive academic experiences.

2005-2006 Allocation:   $5,500                      2006-2007 Request:   $5,500

Recommendation: Funding of $5,500 to provide individualized academic support and connections to community resources for Chapel Hill youth in the CIS program.

 

COMMUNITY SCHOOL FOR PEOPLE UNDER SIX

The Community School for People Under Six has a mission to provide high quality childcare to all children specifically low and middle-income families. Community School offers a multi-cultural, community-based program for Chapel Hill families.

2005-2006 Allocation:   $8,500                      2006-2007 Request:   $8,500

Recommendation: Funding of $8,000 to provide childcare services to low income Chapel Hill families through scholarships.

 

CORNUCOPIA HOUSE

The mission of Cornucopia House is to provide a nurturing environment where patients, families, and others can gather to share and receive support, resources, and education to cope with cancer.

2005-2006 Allocation:   $4,000                      2006-2007 Request:   $5,000

Recommendation:  The Board recommends funding in the amount of $4,000 to support the resource center, education and outreach programs.

 

DISPUTE SETTLEMENT CENTER

Dispute Settlement Center is an agency whose mission is to promote the peaceful settlement of disputes and to prevent the escalation of conflict through mediation, facilitation, conciliation, and training.

2005-2006 Allocation:   $8,800                      2006-2007 Request:   $10,000

Recommendation: Funding is recommended in the amount of $8,800 to serve Chapel Hill residents in the following programs: youth conflict resolution training for public housing residents; free and sliding scale mediations, juvenile victim-offender mediation and parent-teen trainings.

 


 

DUKE COMMUNITY HOSPICE SERVICES

The mission of Duke Community Hospice is to provide innovative, thoughtful care, using an interdisciplinary team approach to achieve the best possible outcomes for the patients, families and communities they serve. They provide medical, psychosocial, spiritual and bereavement care for terminally ill patients and their families.

2005-2006 Allocation:   $3,300                      2006-2007 Request:   $4,000

Recommendation: Funding of $3,300 to provide care for indigent residents of Chapel Hill and to provide bereavement services and programs within the schools.

 

 

EL CENTRO LATINO

The mission of El Centro Latino is to improve the quality of life for Latinos in Orange County by providing social and educational services, community development, advocacy and opportunities.

2005-2006 Allocation:   $6,000                      2006-2007 Request:   $6,500

Recommendation: The Board recommends funding of $5,500 to El Centro Latino to provide services such as information and referral, educational and support services to the Latino community and those that serve them.

 

 

EL FUTURO

The mission of El Futuro is to address the behavioral health needs of North Carolina’s Latino community by promoting behavioral health awareness, enhancing existing services, and developing a model clinic.

2005-2006 Allocation:   $2,500                      2006-2007 Request:   $3,000

Recommendation:  Funding of $2,500 to provide behavioral health services to Latino adults and children living in and around Chapel Hill.

 

 

EMPOWERMENT

EmPOWERment requests money as the lead agency for Nonprofits for Affordable Rentals Group which includes EmPOWERment, Orange County Community Land and Housing Trust, Chrysalis Foundation, Affordable Rentals and Habitat for Humanity.  The goal of the collaborative proposal is to obtain professional management for their rental properties at an affordable cost.

2005-2006 Allocation:   Did not apply           2006-2007 Request:  $13,545.44

Recommendation: Empowerment, representing the Nonprofits for Affordable Rentals Group, sought funding from the Town Council directly and reported to the Board that they expect to be included in the Town budget. The Board recommends no funding from the human services budget.

 

 

FAMILY COUNSELING SERVICE (CHANGE)

The mission of Family Counseling Service is to provide accessible and effective mental health treatment, counseling, education and supportive services to strengthen individuals and families. The CHANGE program is a state approved treatment program for domestic violence offenders.

2005-2006 Allocation:  $3,500                       2006-2007 Request:   $3,500  

Recommendation: The Board recommends funding in the amount of $3,500 to serve participants from Chapel Hill.

 

 

FAMILY VIOLENCE PREVENTION CENTER

The mission of the Family Violence Prevention Center (FVPC) is to prevent and end family violence through community education and provision of direct services including emergency assistance, case management and court advocacy.

2005-2006 Allocation:   $15,000                    2006-2007 Request:   $16,000

Recommendation:  Funding of $14,000 for the provision of domestic violence services including a 24-hour hotline, in-office counseling, support groups, court advocacy, outreach and community education.

 

 

FRANK PORTER GRAHAM ELEMENTARY SCHOOL PTA

The Frank Porter Graham Elementary School PTA playground project seeks to encourage family recreation for nearby members of affordable housing community, act as catalyst for community building and support autistic and developmentally disabled children.

2005-2006 Allocation:   Did not apply           2006-2007 Request:    $6,000

Recommendation:  The Board recommends no funding for the project this year.

 

 

FREEDOM HOUSE

Freedom House provides extended care, transitional living and outpatient services to promote recovery from the disease of addiction and co-occurring mental illness. Freedom House provides halfway house/treatment services, non-hospital medical detox, acute SA stabilization and transitional living services.

2005-2006 Allocation:   $15,000                    2006-2007 Request:   $18,000

Recommendation: The Board recommends funding of $15,000 for day-to-day residential programming needs for substance abuse treatment services for Chapel Hill residents.

 

 

HIDDEN VOICES

The stated mission of Hidden Voices is to challenge, strengthen, and connect our diverse communities through the transformative power of the individual voice. Hidden Voices requests funds to support We Are Still Here and Moving, a project in the Northside and Pine Knolls communities and Latina Voices: Surviving Domestic Violence.

2005-2006 Allocation: Did not apply             2006-2007 Request: $5,000

Recommendation:  The Board recommends funding of $1,000 for projects that serve Chapel Hill residents.   

 


 

HOPELINE, INC.

Hopeline, Inc. is a crisis intervention and suicide prevention help line which provides caring, non-judgmental listening and resource information for Orange, Durham and Wake counties 24 hours a day.

2005-2006 Allocation:  $1,000                       2006-2007 Request:   $2,000

Recommendation:  Funding of $1,000 for crisis services, training and operation this year.

 

 

INTER-FAITH COUNCIL

The Interfaith Council for Social Service (IFC) has identified as its mission to meet basic needs and help individuals and families achieve their goals. The primary goals are to provide emergency shelter, food, direct services, advocacy and information to people in need.

2005-2006 Allocation:   $7,500                      2006-2007 Request:   $10,000

Recommendation: The Board recommends funding of $7,500 this year for support to emergency shelter, longer-term housing, food, crisis intervention and other IFC services.

 

 

KIDSCOPE

The KidSCope program is an early intervention program whose mission is to provide specialized services to young children who are experiencing social, emotional, and/or behavioral difficulties.

2005-2006 allocation:   $4,000                       2006-2007 Request:   $5,000

Recommendation: Funding of $4,000 is recommended to provide educational and therapeutic mental health services to preschool age children and families residing in Chapel Hill.

 

 

MENTAL HEALTH ASSOCIATION IN ORANGE COUNTY

The mission of the Mental Health Association is to promote positive mental health among the residents of Orange County through advocacy, education, collaboration and service.

2005-2006 Allocation:   $8,425                      2006-2007 Request:   $10,000

Recommendation: Funding of $8,000 for the Compeer program to match volunteers with adults with severe and persistent mental illness, the Family Advocate Network and the Hope Garden Project.

 

           

MIDDLE SCHOOL AFTER SCHOOL PROGRAM (CIS-OC)

Communities in Schools of Orange County is the nonprofit agency that serves as the fiscal agent for funds to support the Middle School After School program in Orange County. The mission of the program is to provide positive educational, social, and recreational activities for middle school students.

2005-2006 Allocation:   $26,500                    2006-2007 Request:   $26,500

Recommendation: The Board recommends funding of $25,000 for this year.

 


 

ORANGE COUNTY DISABILITY AWARENESS COUNCIL

Orange County Disability Awareness Council is a nonprofit, volunteer citizen’s action group dedicated to ensuring that all citizens with disabilities enjoy equal access to every aspect of life in the community.

2005-2006 Allocation:   $1,000                      2006-2007 Request:   $1,000

Recommendation: The Board recommends no funding this year.

 

 

ORANGE COUNTY LITERACY COUNCIL

The mission for the Orange County Literacy Council is to assist adults in improving their literacy skills in order to achieve their employment, community, family and life goals. 2005-2006 Allocation:   $8,000                    2006-2007 Request:   $8,400

Recommendation: The Board recommends funding of $8,000 for the adult literacy program that provides individualized and small group instruction. The funds will serve Chapel Hill residents.

 

 

ORANGE COUNTY PARTNERSHIP FOR YOUNG CHILDREN

The mission of the Partnership is to ensure that all young children arrive at school healthy and ready to succeed. The Partnership is the administrator for the Smart Start Early Childhood Initiative.

2005-2006 Allocation:   $1,500                      2006-2007 Request:  $1,500

Recommendation: The Board recommends $1,500 to support the Community Collaborative Initiative Program that will serve Chapel Hill residents.

 

 

ORANGE COUNTY RAPE CRISIS CENTER

The mission of the Orange County Rape Crisis Center is to stop sexual violence and its impact through support, education, and advocacy. The Center provides direct services through a 24-hour crisis line, support groups and community education.

2005-2006 Allocation:   $12,600                    2006-2007 Request:   $12,600

Recommendation: Funding of $12,000 for services to support survivors of sexual violence and educational programs for Chapel Hill residents this year.

 

 

ORANGE ENTERPRISES

The mission of Orange Enterprises is to maximize vocational potential from the beginning of work until retirement for persons who have employment barriers.

2005-2006 Allocation:   $4,000                      2006-2007 Request:   $5,000

Recommendation: Funding of $4,000 for vocational services to Chapel Hill residents.

 

 

PIEDMONT HEALTH SERVICES

The mission of Piedmont Health Services is to increase access to high-quality affordable primary and preventive health care services for underserved communities in north-central North Carolina.

2005-2006 Allocation:   Did not apply                       2006-2007 Request:   $10,000

Recommendation:  The Board recommends funding of $1,000 to support health care for low-income residents of Chapel Hill.

 

           

PIEDMONT WILDLIFE CENTER

Piedmont Wildlife Center’s mission is to support North American wildlife and their habitat through rehabilitation, education, public awareness, and scientific study, with emphasis given to wildlife and wilderness of the North Carolina Piedmont.

2005-2006 Allocation:   $500                                     2006-2007 Request:   $5,000

Recommendation: The Board recommends no funding this year.

 

 

PLANNED PARENTHOOD

Planned Parenthood of Orange and Durham Counties provides educational and health care services aimed at reducing the incidence of unwanted pregnancy, AIDS, and other sexually transmitted infections especially among teens and low-income men and women.

2005-2006 Allocation:   $1,500                                  2006-2007 Request:   $1,500

Recommendation: Funding of $1,500 for education services for Chapel Hill teens is recommended. Specifically, the funds will help support the Joven a Joven peer education group for Latino youth.

 

 

POTENTIALIS CENTRE

The Potentialis Centre’s mission is to become the leading alternative educational organization in North Carolina and to extend throughout the U.S. and globally. Their focus is on arts-based education and academic and social skills.

2005-2006 Allocation:   Did not apply                       2006-2007 Request:  $13,334

Recommendation: The Board recommends $1,000 in funding to support the A.C.E. Summer Program to serve at-risk Chapel Hill youth.

 

 

STREET SCENE TEEN CENTER

The mission of Street Scene Teen Center is to provide a safe, drug and alcohol free environment for Chapel Hill teens. The goal is to prevent juvenile crime, substance abuse, gang membership, teen pregnancy and other negative behaviors.

2005-2006 Allocation:   Did not apply                       2006-2007 Request:   $5,500

Recommendation:  Funding of $2,500 is recommended for Street Scene Teen Center.

 

 

THE ARC

The Arc works with and for people who have or are at risk for developmental disabilities to promote full participation in all areas of life in our community. The Arc works toward this mission through advocacy, education, and collaboration and quality supports.

2005-2006 Allocation:   $11,000                    2006-2007 Request:   $12,000

Recommendation: Funding of $10,000 for the Health and Wellness Program including Toddlers in Action, Nutrition, Strength Training and spinning classes for youth with development disabilities and their families.

 

 

THE LEAFLIGHT is an educational and scientific, charitable and religious non-profit corporation whose mission is sustainable development. The activities of the agency include research, education, planning and policy.

2005-2006 Allocation:   $1,000                      2006-2007 Request:   $2,500

Recommendation:  The Board recommends no funding this year.

 

 

THE WOMEN’S CENTER

The mission of the Women’s Center is to support Triangle area women in achieving their personal and professional goals through information, education, referral and support services.

2005-2006 allocation $13,000                        2006-2007 Request:   $20,000

Recommendation:  Funding of $13,000 for services to low-income Chapel Hill residents including: Community Education and Outreach; Financial Programs; Information and Referral; Legal Information Services, and Women in Transition program.

 

 

TRIANGLE RADIO READING SERVICE

The purpose of Triangle Radio Reading Service is to provide current news, information and entertainment from the print media to blind, visually impaired and physically disabled people 24 hours a day on an audio network of radio, television and cable.

2005-2006 Allocation:   $3,750                      2006-2007 Request:   $3,900

Recommendation: Funding in the amount of $3,900 for services to Chapel Hill residents.

 

 

TRIANGLE RESIDENTIAL OPTIONS FOR SUBSTANCE ABUSERS

TROSA is a two-year substance abuse recovery program with the mission “to assist in changing lives and increasing law-abiding behavior by providing a self-supporting, two-year, residential self-help community serving offenders and substance abusers at no cost to the individuals.”

2005-2006 Allocation:   $2,000                      2006-2007 Request:   $5,000

Recommendation:  Funding of $2,000 is recommended for substance abuse treatment services to Chapel Hill residents.

 

 

UNC DEPARTMENT OF PSYCHIATRY- OUTREACH PROGRAM

The Outreach Program of UNC Psychiatry maintains a psychiatric outreach program for the homeless and medically indigent of Orange County. The outreach clinic operates within the IFC Community House and helps mentally ill individuals who need treatment. The program serves residents of IFC as well as other homeless individuals.

2005-2006 Allocation:   $3,500                      2006-2007 Request:   $5,000

Recommendation:  The Board recommends funding of $4,000 to support the case management services for the Outreach Program.

 

 

VOLUNTEERS FOR YOUTH

Volunteers For Youth, Inc. is a youth serving organization, meeting the needs of delinquent and high-risk young people in Orange County through a one-on-one volunteer program, a community services program and a youth and family counseling program.

2005-2006 Allocation:   $5,000                      2006-2007 Request:   $6,000

Recommendation:  Funding of $5,000 to Volunteers for Youth to support the community services and restitution program, mentoring program and Teen Court.

 

 

WOMEN’S COUNSELING SERVICES

Women’s Counseling Services is a start-up agency with a mission to assure access to appropriate, quality mental health services for all women. The program expects to focus on those women who have difficulty accessing services due to cultural, financial or language barriers.

2005-2006 Allocation:   $1,000                      2006-2007 Request:   $2,800

Recommendation: The Board recommends $1,000 to Women’s Counseling Services.

 

 

YOUTH CREATING CHANGE

Youth Creating Change has a stated mission to inspire today’s youth to create positive change within their communities and lives through leadership training, economic development and educational/career planning.

 2005-2006 Allocation:   $1,500                     2006-2007 Request:   $5,000

Recommendation:  Funding of $1,500 is recommended this year for Youth Creating Change for youth leadership and community development training for Chapel Hill youth.
