SUBJECT:      Overview of Castalia at Meadowmont - Modification of Existing Meadowmont Master Land Use Plan and Application for the Castalia at Meadowmont Special Use Permit

This memorandum describes and sets the context for consideration of two related applications:

 

1.      Modification of existing Meadowmont Master Land Use Plan (Agenda Item 7).

2.      Application for the Castalia at Meadowmont Special Use Permit (Agenda Item 8).

 

The first request would relocate dwelling units and floor area within the Meadowmont development in order to change the proposed use and increase the amount of floor area at the Castalia site.  The second request would authorize a Special Use Permit which proposes to construct a 76,000 square-foot, mixed-use building, including 52,000 square feet of office space and 11 residential units.  The proposal includes a three-story building with access along West Barbee Chapel Road. 

 

PROCESS

 

Because the two applications are linked together we recommend that the Council discuss both applications at the same time.  Following the discussion we recommend that the Council first consider the request to modify the existing Meadowmont Master Land Use Plan.  Following this discussion would be consideration of the proposed Special Use Permit.

 

We recommend that the Council recess the Public Hearing on the Special Use Permit application, to a date specific, if one of the following occurs at tonight’s meeting:

 

a)      The Master Plan application is denied; or

b)      No action is taken on the Master Plan application; or

c)      The Council determines that the Special Use Permit application is not consistent with an approved Master Land Use Plan or the proposed Master Land Use Plan Modification.

 

Recessing the Public Hearing will allow the applicant an opportunity to revise the Special Use Permit application and present additional information to the Council in order for the Council to consider the Special Use Permit application separate from the Master Land Use Plan.
