SUBJECT:      Concept Plan: St. Thomas More Church

Tonight, the Council considers a Concept Plan for a proposal for the St. Thomas More Church campus to increase floor area, increase parking, construct a new road alignment for Carmichael Street, and construct a new second driveway for the St. Thomas More campus.

The applicant proposes an increase in floor area of an additional 133,000 square feet to include a Parish Center, gymnasium, athletic field, library, classrooms, and an Art and Music Building. An additional 130 parking spaces are proposed. The application also proposes a change to access and circulation with a new road alignment for Carmichael Street and a new second driveway for the campus.  The site is located on 21.5 acres at 940 Carmichael Street between Laurel Hill Road and Raleigh Road. The Concept Plan proposes to modify the Master Land Use Plan and the Special Use Permit for the campus. In accordance with the Land Use Management Ordinance, there has been no staff review of this Concept Plan.

We recommend that the Council review this Concept Plan, receive comments from the Community Design Commission and citizens, and adopt a resolution transmitting comments to the applicant.
