SUBJECT:      Bid Award:  Sewer Cleaning Vacuum Truck

The attached resolution would accept the bid of Public Works Equipment and Supply, Inc. in the amount of $235,086 for a sewer cleaning vacuum truck consisting of a Vactor 2100 Series centrifugal sewer cleaner mounted on a 2007 Sterling LT7501 chassis for use in the Public Works Department Drainage Section.  Funding for this purchase is available from the fiscal year 2005-2006 Vehicle Replacement Fund.

 

DISCUSSION

 

This equipment is an addition to the fleet and was approved for purchase in the fiscal year 2005-06 budget.  The truck will be used by the Public Works Department Drainage Section to perform storm sewer maintenance in support of the Chapel Hill Stormwater Management Division.

 

BID PROCEDURES

 

The “piggybacking” bid procedure is being used for this equipment.  This process is authorized and explained in North Carolina General Statute 143-129(g), which is attached.  In essence, it allows the Town to purchase this equipment at the same price as already bid to another government entity through the formal bid process.  Richland County, South Carolina purchased a similar sewer cleaning vacuum truck on June 27, 2006.  Using this method of procurement assures a known favorable price and a delivery time much shorter than what we would expect with a formal bid.

 

EVALUATION

 

The sewer cleaning vacuum truck purchased by Richland County, South Carolina meets all specifications for the Town of Chapel Hill and is within the budgeted amount in the fiscal year 2005-06 Fleet Replacement Budget with the options and deletions included with the bid.

 

RECOMMENDATION

 

That the Council adopt the attached resolution accepting the offer of Public Works Equipment and Supply, Inc. for the sewer cleaning vacuum truck at a total price of  $235,086.
