SUBJECT: Time Extension for No Parking Anytime Except by Residential Permit Restrictions on McCauley Street and West University Drive

PURPOSE
Enactment of the attached Ordinance would change the hours of existing “No Parking Anytime Except by Residential Permit” restrictions from 8:00 am – 12 noon to 9:00 am – 7:00 pm, Monday through Friday, on McCauley Street; and from 9:00 am – 4:00 pm to 9:00 am – 7:00 pm, Monday through Friday, on West University Drive. Please see the area map provided in Attachment 1.
We recommend that the Council enact the attached ordinance.
At its September 11, 2006 meeting, the Town Council received a petition (Attachment 2) requesting that the hours of “No Parking Anytime Except by Residential Permit” be extended from 8:00 am – 12:00 noon to 9:00 am – 7:00 pm, Monday through Friday, on McCauley Street between Pittsboro Street and Ransom Street.
We also received an e-mail requesting that the hours of “No Parking Anytime Except by Residential Permit” be extended from 9:00 am – 4:00 pm to 9:00 am – 7:00 pm, Monday through Friday, on West University Drive between Ransom Street and Westwood Drive.
Both requests indicated that visitors and patrons of University activities regularly park on these streets during afternoon and evening hours following the time restrictions that are currently in place, thus reducing the available parking for residents and their guests. It was also indicated that the recently approved extension of the hours of No Parking Anytime Except by Residential Permit on Vance Street and University Drive has shifted some University related on-street parking to McCauley Street and West University Drive.
At its June 12, 2006 meeting, the Council approved extension of the hours of No Parking Anytime Except by Residential Permit restrictions on Vance Street and University Drive from 9:00 am – 4:00 pm to 9:00 am – 7:00 pm as requested by residents who live on those streets.
The current parking regulations prohibit on-street parking on the north side of McCauley Street and south side of West University Drive at all times. Vehicles are permitted to park by residential permit on the south side of the McCauley Street, between Pittsboro Street and Ransom Street, during the hours of 8:00 am to 12:00 noon, Monday through Friday. Vehicles are permitted to park by residential permit on the north side of the West University Drive between Ransom Street and Westwood Drive during the hours of 9:00 am to 4:00 pm, Monday through Friday.
We conducted field observations at various times on different days. We observed a number of drivers parking their vehicles on McCauley Street after 12:00 noon, and on Westwood Drive after 4:00 pm, leaving the neighborhood on foot. We believe that the citizen requests are reasonable. We also think the requested changes in the parking restriction hours are consistent with the existing time limits for on-street parking regulations on other streets in the area.
