Subject: Development Plan Modification No. 3 - University of North Carolina at Chapel Hill

Recommendation: That the Council approves the Development Plan Modification No. 3 with the adoption of Resolution A, included as an attachment to the October 17 2006 staff report to the Planning Board.
Vote: 6-0
Aye: Ruby Sinreich, George Cianciolo, Margaret Campion, Thomas Jensen, Nancy Milio, Gene Pease, and Judy Weseman
Nay: None
Abstain: David Johnson- conflict of interest
Issues: South Columbia Street – Recognizing the fact that NC DOT is currently working to acquire right-of-way along South Columbia Street, and that the completion of roadway improvements along South Columbia Street could be finalized as early as 2010, the Board recommends that Town and the University continue to work with NC DOT to keep the South Columbia Street improvement project on schedule.
Construction Management Plan – Several Board Members expressed concern with potential construction traffic impacts associated with the development of the south campus and enforcement policies. The Board recommended that the University continues to work with the town staff in developing and enforcing effective construction management plans.
