Acceptance of Project Turn Around Grants

PURPOSE

 

The attached resolution would authorize the acceptance of grants to support Project Turn Around (PTA) adult and juvenile programs.

 

The attached budget ordinance would establish project accounts for the grants.

 

BACKGROUND AND DISCUSSION

 

For fiscal year 2006-07, Orange County has allocated funding for Project Turn Around in the amount of $64,424.  This grant provides $44,424 and funds a full-time Adult Case Manager. The Adult Case Manager position currently exists in the Town’s Personnel Ordinance.

 

The remaining $20,000 from Orange County is provided in support of the juvenile program.  Due to State Mental Health Reform, State funding for the juvenile program was reduced this year, and Orange County is providing the $20,000 in place of the State funding.  Funding in future years from either the State or county is uncertain at this time.  The grant will aid in funding a Juvenile Case Manager to work with those criminal offenders under the age of eighteen who demonstrate substance abuse problems. 

 

The State of North Carolina Department of Juvenile Justice funds juvenile crime prevention programs through county Juvenile Crime Prevention Councils (JCPC).  The funds flow through Orange County to the Town.  In fiscal year 2006-07, JCPC funds allocated $31,836 to Orange County for PTA to support a Juvenile Case Manager.

 

The Town of Carrboro allocated $1,000 in support of PTA Juvenile Case Managers.

 

Total funding from Orange County, State JCPC and Town of Carrboro for the juvenile program for fiscal year 2006-07 is $52,836.  This supports a portion of two full-time Juvenile Case Managers.  The total cost of the two positions is $84,208.  In order to fully fund the two positions, we recommend using $31,836 in lapsed Police Department salaries.  These positions are currently in the Town’s Personnel Ordinance. 

 

Fiscal year 2006-07 allocations from Orange County, State JCPC and Town of Carrboro for both PTA adult and juvenile programs totals $97,260.

 

RECOMMENDATIONS

 

That the Council adopt the attached resolution authoring the acceptance of the grants from Orange County, State of North Carolina JCPC and Town of Carrboro and adopt the attached ordinance establishing project accounts for the aforementioned grants.
