SUBJECT: |
Proposed Changes in On-Street Parking Regulations on Gooseneck Road |
|
|
DATE: |
December 4, 2006 |
The following information responds to a request for establishment of Parking by Residential Permit Only on Gooseneck Road. Please refer to the attached area map (Attachment 1).
The attached ordinance would establish “Parking by Residential Permit Only, 24-hours a day, 7-days a week” on both sides of Gooseneck Road.
We recommend that the Council enact the attached ordinance.
We received a request from Julie and Bret Jennings, asking that the Council consider establishing on-street Parking by Residential Permit Only on Gooseneck Road. A copy of their e-mail request is provided in Attachment 2.
Gooseneck Road is an 18-foot wide gravel street with no curb-and-gutter or sidewalks. The posted speed limit is 25 mph. Under the current parking regulations, vehicles are not permitted to park on both sides of Gooseneck Road between the hours of 9:00 am to 4:00 pm, Monday through Friday.
The requesters stated that student commuters and University visitors regularly park on Gooseneck Road after 4:00 pm and that parking problems had gotten worse since on-street parking regulations were similarly revised on Whitehead Road and Whitehead Circle, which are located adjacent to Gooseneck Road. (At its January 23, 2006 meeting, the Council approved “Parking by Residential Permit Only, 24-hours a day, 7-days a week” on both sides of Whitehead Road and Whitehead Circle.)
We conducted field observations at various times on different days. We observed drivers parking their vehicles along Gooseneck Road after 4:00 pm and leaving the neighborhood on foot. We also observed drivers parking their vehicles on Gooseneck Road prior to University events and leaving the neighborhood on foot. In some instances, the on-street parking resulted in restricted travel lanes and limited parking availability for residents.
We surveyed all residents/property owners on Gooseneck Road and solicited comments regarding the requested change in on-street parking regulations. All residents supported the requested change.
Based on the survey results and our field observations, we recommend establishment of “Parking by Residential Permit Only, 24-hours a day, 7-days a week” on both sides of Gooseneck Road. If the Council enacts the attached ordinance, Town staff would install the appropriate parking regulation signs within three weeks.
We recommend that the Council enact the attached ordinance that would establish “Parking by Residential Permit Only, 24-hours a day, 7-days a week” on both sides of Gooseneck Road.
