The purpose of this memorandum is to transmit to the Council the Design Guidelines booklets for the Pine Knolls and Kings Mill/Morgan Creek and Greenwood Neighborhood Conservation Districts (please see Attachments 1 and 2).
On June 12, 2006, the Council adopted guidelines for Neighborhood Conservation Districts in the Pine Knolls, Kings Mill/Morgan Creek and Greenwood neighborhoods. Included in final reports for each neighborhood prepared by the Town’s consultant, Clarion Associates, was a recommendation to establish voluntary design guidelines for each of the neighborhoods. The intent of the guidelines is to “provide guidance on the historic character and goals of the neighborhood to landowners developing their property.” Included in the guidelines are basic design principles such as building type, height and mass, parking, fencing and landscaping.
We believe that the attached design guidelines for the Pine Knolls, Kings Mill/Morgan Creek and Greenwood Neighborhood Conservation Districts will be helpful to property owners in the Neighborhood Conservation Districts when making modifications to their property. The booklet will be available to citizens and developers in the Planning Department.
