PURPOSE
Rescission of the Town’s existing Flood Damage Prevention Ordinance and enactment of the attached new Flood Damage Prevention Ordinance will put the Town in compliance with the National Flood Insurance Program and will provide for continuation of the Town’s participation in that program.
BACKGROUND
The Town received final updated floodplain maps and supporting data on August 2, 2006. This started a six-month compliance period during which the Town must update its Flood Damage Prevention Ordinance and formally adopt the new maps in order to maintain participation in the National Flood Insurance Program. Without this participation by the Town, citizens would not be able to purchase flood insurance and, consequently, lending institutions could not extend financing for properties located within Special Flood Hazard Areas.
On December 4, 2006, the Council held a Public Hearing to receive comments on the proposed updated Flood Damage Prevention Ordinance. Written comments could be submitted until December 15, 2006 and the Public Hearing was continued to the January 8, 2007 meeting. Attachment 1 is a copy of the December 4, 2006 agenda item.
ISSUES RAISED
No citizen comments were received at the December 4, 2006 Public Hearing. A Council member asked if the revised ordinance would change the way the Council conducted business and Town staff responded that it would not.
No written comments were received by the Mayor, Council, or staff during the public comment period that ended on December 15, 2006.
RECOMMENDATION
We recommend that the Council close the Public Hearing and enact the attached Flood Damage Prevention Ordinance.
