This memorandum provides an update on the status of the Long Range Transit Plan and recommends that the Town enter into a contract with TranSystems to prepare the Long Range Transit Plan.
Adoption of the attached resolution would authorize the Town Manager to enter into a contract with TranSystems, Inc. and execute a memorandum of agreement with the Town of Carrboro and the University of North Carolina at Chapel Hill to fund the project.
BACKGROUND
On June 26, 2006, the Council approved the proposed request for qualifications and related scope of work for the preparation of the Chapel Hill Long Range Transit Plan. The Council also discussed the composition and structure of the Transit Study Committee. (Attachment 1). The request for qualifications was released on July 15, 2006 and proposals were submitted on September 8, 2006.
The Transit Study Committee, composed of representatives from Chapel Hill, Carrboro and the University of North Carolina reviewed the proposals and recommended the selection of TranSystems to complete the Long Range Transit Plan.
DISCUSSION
The Transit Study Committee reviewed TranSystem’s preliminary proposal and worked with staff to revise the proposed scope of work. The revised work program (Attachment 2) is estimated to cost $522,000. The Transit Study Committee developed the following cost allocation proposal:

It is expected that TranSystems will begin work later this month. The work program proposes that the development of the Long Range Transit Plan will require nine months and be completed in October 2007.
RECOMMENDATION
That the Council adopt the attached resolution authorizing the Town Manager to execute a contract with TranSystems to complete the Long Range Transit Plan. The resolution would also authorize the Manager to execute a memorandum of agreement with Carrboro and the University of North Carolina to provide funding as agreed by the Transit Study Committee.
