Historic Preservation Agreement for Old Library (Chapel Hill Museum)

PURPOSE

The attached resolution would schedule a public hearing for February 12, 2007, to receive public input on the possibility of establishing a preservation agreement on the Old Library at the corner of Franklin and Boundary Streets.

BACKGROUND AND DISCUSSION

On October 10, 2005, the Town Council endorsed the concept of establishing a Preservation Agreement on the Old Library property and directed the staff to work with the Historic Preservation Foundation to develop a draft preservation agreement to be considered at a public hearing. 

The Council also referred the proposal to the Historic District Commission.  The Commission considered this proposal on November 10, 2005, and endorsed the proposal to establish a preservation agreement on the property.

The attached proposed Preservation Agreement, developed by the Historic Preservation Foundation of North Carolina, Inc. incorporates minor editorial changes made at the request of the Town Attorney.

RECOMMENDATION

We recommend that the Council adopt the attached resolution to schedule a public hearing for February 12, 2007, to hear citizen comment on the proposal to establish a preservation agreement on the Old Library.  Following the hearing, we would bring back a final recommendation for council consideration at a later meeting.
