A RESOLUTION ESTABLISHING A PROCESS FOR DEVELOPING AN INCLUSIONARY ZONING ORDINANCE (2007-01-22/R-15)

 

WHEREAS, the Town’s Comprehensive Plan has a goal to increase the availability of well-designed, affordable, safe, and sanitary housing for all citizens of Chapel Hill; and

 

WHEREAS, the Comprehensive Plan includes a policy of encouraging developers of residential developments of five or more units to provide 15 percent of their units at prices affordable to low and moderate income households; and

 

WHEREAS, the Comprehensive Plan includes a strategy to continue to seek inclusionary zoning; and

 

WHEREAS, on September 25, 2005, the Council established a charge for an Inclusionary Zoning Task Force; and

 

WHEREAS, on November 20, 2006, the Inclusionary Zoning Task Force presented its findings to the Council;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorize the Manager to negotiate and enter into a contract with White and Smith, LLC to draft an Inclusionary Zoning Ordinance in accordance with the recommendations submitted by the Inclusionary Zoning Task Force;

 

BE IT FURTHER RESOLVED that the Council adopts the following schedule for developing an inclusionary zoning ordinance:

 

January 22, 2007

Council authorize staff to contract with White and Smith, LLC to draft ordinance and review of the draft ordinance by the Planning Board

 

 

January – March 2007

Preparation of draft by consultant

 

 

April 3, 2007

Planning Board review of draft ordinance

 

 

May 14, 2007

Public Hearing on draft ordinance

 

 

June 11, 2007

Council consideration of an inclusionary zoning ordinance
