Orange Water and Sewer Authority (OWASA) returns to the Council tonight with an updated report on its progress towards eliminating off-site odors at the Mason Farm Road Wastewater Treatment Plant. On December 4, 2006 OWASA reported to the Town Council and the Council requested additional information. We recommend that the Council receive additional information tonight.
In 2004 the Council approved a Special Use Permit Modification for an expansion to the OWASA wastewater treatment facility on Old Mason Farm Road (part of Attachment 2). The 2004 Special Use Permit Modification included a stipulation that the Council conduct a Public Forum for OWASA to report on eliminating off-site odors from the facility. According to the stipulation, if the Council finds that the goal of off-site odor elimination has not been attained, then, “the Council shall direct OWASA to perform such additional work OWASA determines is necessary to eliminate off-site odor and the Council shall establish such as reporting requirements as it deems reasonable.”
During the December 4, 2006 Public Forum, the Council adopted a resolution requiring OWASA to provide quarterly reports to Council on the status of eliminating off-site odors from the Old Mason Farm Plant as well as providing additional information this evening (Attachment 2).
OWASA returns this evening with an Updated Odor Elimination Program Report, dated January 16, 2007 (Attachment 1). It addresses the key points that were raised during the December 4, 2006 Public Forum, including: 1) the status of compliance with the March 1, 2004 Special Use Permit including goals to meet those stipulations; 2) the definition of a standard for what constitutes the stated goal of “off-site odor elimination;” and 3) when the goal off-site odor elimination is projected to occur. The report details OWASA’s commitment to odor elimination at the Mason Farm Facility, progress towards that goal, and next steps (Attachment 1).
The Resolution adopted by the Council on December 4, 2006 requires that OWASA provide the Council with updates on a quarterly basis (Attachment 2).
We recommend that OWASA continue reporting on the status of off-site odor elimination in its quarterly reports to Council as required by the resolution adopted by Council on December 4, 2006. The next quarterly report is expected February 12, 2007.
