The purpose of this report is to clarify the options available to the Council with regard to providing sidewalks along North Graham Street.
At tonight’s meeting the Council will be considering the proposed Northside Pedestrian Mobility Plan and comments received at the November 6, 2006 Public Forum. At the Forum several residents of North Graham Street commented on the need for sidewalks along North Graham Street, while several other residents objected to the suggestion that sidewalks be constructed along this street. The Council requested that staff review options for providing sidewalks along North Graham Street.
The attached memorandum includes a review of possible options for providing sidewalks along North Graham Street. These include:
Option 1: Construct a raised curb sidewalk in the existing roadway along the east side of North Graham Street.
Option 2: Construct a raised curb sidewalk partially in the existing roadway and partially in the existing 30-foot right-of-way along the east side of North Graham Street.
Option 3: Do not install sidewalks along North Graham Street at this time.
I believe it is important to recognize that the Council is being asked to approve the Northside Pedestrian Mobility Plan, which includes the designation of corridors for future sidewalk construction. The Plan does not include a timetable for any specific improvement. If the Council determines that there is no consensus in the neighborhood for the construction of a sidewalk along North Graham Street they can choose to delay construction until some time in the future. The issue of construction of the sidewalk could be reviewed by the Council as part of their consideration of the annual sidewalk construction program. We are recommending that the Council include the identification of a sidewalk along North Graham Street in the Northside Pedestrian Mobility Plan. The Council could choose to approve the Plan without the inclusion of a sidewalk along North Graham Street.
The proposed Town 2006-2007 Sidewalk Construction Program will also be considered by the Council tonight. We are recommending the inclusion of a sidewalk along North Graham Street in the list of proposed projects to be funded. The Council could remove North Graham Street from the 2006-2007 Sidewalk Construction Program.
