SUBJECT:	Considering a Parks and Recreation Impact Fee

I am petitioning the Council to begin discussing the possibility of instating a Parks and Recreation impact fee as a standard requirement for development.  We have started to see a trend of developments where public space is not feasible for a variety of reasons (for example, a condominium building on a small lot).  Given the way that infill and new development is occurring in Chapel Hill, it seems reasonable that this trend could continue.  I would like to begin looking at how we could proceed in a way that will meet the needs of the community.
