Public Hearing: Historic Preservation Agreement for Old Library (Chapel Hill Museum)

PURPOSE

The purpose of this public hearing is to receive public input on the possibility of establishing a preservation agreement on the Old Library at the corner of East Franklin and Boundary Streets.

BACKGROUND AND DISCUSSION

On October 10, 2005, the Town Council endorsed the concept of establishing a Preservation Agreement on the Old Library property and directed the attorney and staff to work with the Historic Preservation Foundation to develop a draft preservation agreement to be considered at a public hearing. A Preservation Agreement would prevent substantial changes to the structure without the approval of the Historic Preservation Foundation.

The Council also referred the proposal to the Historic District Commission. The Commission considered this proposal on November 10, 2005, and endorsed the proposal to establish a preservation agreement on the property.

On January 8, 2007, the Council adopted a resolution calling this hearing.

The attached proposed Preservation Agreement, developed by the Historic Preservation Foundation of North Carolina, Inc., incorporates minor editorial changes made at the request of the Town Attorney.

RECOMMENDATION

We recommend that the Council receive citizen comment this evening and refer this matter to the Manager and Attorney for a recommendation on the proposal to establish a preservation agreement on the Old Library.
