Consideration of Changes to On-Street Parking Regulations on Whitehead Road between Mason Farm Road and Whitehead Circle

PURPOSE

 

The following information responds to a request submitted by Mr. Brian Payne requesting that the on-street parking be prohibited on Whitehead Road between Mason Farm Road and Whitehead Circle.  Please refer to the attached area map (Attachment 1).

 

The attached ordinance would prohibit on-street parking on both sides of Whitehead Road between Mason Farm Road and Whitehead Circle. 

 

We recommend enactment of the attached ordinance.

 

BACKGROUND AND DISCUSSION

Mr. Brian Payne, 1300 Mason Farm Road, requested that the on-street parking be prohibited on Whitehead Road between Mason Farm Road and Whitehead Circle. A copy of his e-mail request is provided in Attachment 2. 

 

Mr. Payne stated that it is unsafe to park on Whitehead Road between Mason Farm Road and Whitehead Circle due to narrow pavement and unimproved shoulders.  He also stated that the on-street parking in the area is a continuing problem because of the student commuters and visitors to the University.

 

Whitehead Road is a paved 18 to 20 feet-wide street with no curb-and-gutter or sidewalks.  The posted speed limit is 25 mph, and under the current parking regulations for Whitehead Road, vehicles are permitted to park by residential permit on both sides of the street at any time.

We observed that, when cars are parked on both sides of the street, some or all of the following conditions are present:

 

We agree with Mr. Payne and the area residents that the on-street parking should be prohibited for safe travel conditions on Whitehead Road between Mason Farm Road and Whitehead Circle.

 

If the Council enacts the attached ordinance, Town staff will install the appropriate parking regulation signs and request that the Town’s Parking Enforcement Division and the Police Department conduct periodic enforcement in this area to the extent possible with available resources.

 

RECOMMENDATION

 

We recommend that the Council enact the attached ordinance that would prohibit on-street parking on both sides of Whitehead Road between Mason Farm Road and Whitehead Circle.
