SUBJECT:	2006 University of North Carolina Annual Development Plan Report on Transportation
DATE:	February 26, 2007

PURPOSE

Attached is the 2006 “Annual Development Plan Report on Transportation” prepared by the University of North Carolina at Chapel Hill.  The University is required to prepare this report each year in accordance with its Development Plan permit.  The report discusses a variety of transportation issues associated with development activity in the Office/Institutional-4 (OI-4) Zoning District on the University campus. 

No action is required by the Council.

BACKGROUND AND DISCUSSION

At its June 27, 2005 meeting, the Council approved a resolution requiring that the University submit an Annual Development Plan Report on Transportation associated with development in the Office/Institutional-4 (OI-4) Zoning District on the University campus. The Council also approved guidelines for development of the Report.  A copy of the resolution and guidelines are provided in Attachment 1.

The Council resolution requires that:

• The University provide the Town with an annual report titled “Annual Development Plan Report on Transportation.” 
• The annual transportation report be provided in addition to a biennial “Transportation Impact Analysis Report.”
• The annual transportation report be submitted in December of each year beginning in December 2005 and thereafter until the end of the current Development Plan cycle.
• The annual report be a condensed, stand-alone document prepared and organized in accordance with the following guidelines:
  • Overview of the Development Plan
  • Discussion of changes in transportation issues associated with the Development Plan
  • Discussion of mitigation measures and recommendations including existing and proposed traffic calming measures on campus and in adjacent neighborhoods

The Council received the University’s 2005 Annual Development Plan Report on Transportation in April last year.  The 2006 annual report is provided in Attachment 2.  A copy of the most recent biennial University Transportation Impact Analysis Report is available for review in the Town Engineering Department.

We have provided a copy of the 2006 annual report along with this Council memorandum to several interested citizens in neighborhoods adjacent to the University campus.  This information is also available for citizen review on the Town’s website.

Town and the University staff are present at the Council meeting this evening to discuss the report and to answer questions.
