Stormwater Utility Advisory Board
Presentation to Town Council
Wednesday, February 28, 2007
The following is a brief outline of the presentation to the Town Council at
the budget hearings. We will also use this opportunity to provide an approximate
10 minute overview of the quarterly report to the Town Council.
The following are the key points the Stormwater Advisory Board (SWAB) would
like to emphasize.
- The SWAB supports the thrust and priorities of the budget
proposal from staff.
- The general strategy underlying this support of the staff
direction is based on the expected outcomes in 2007-2008 that will impact the
Chapel Hill Stormwater Program as follows:
- The second phase of the Master Plan will begin in 2007 and we
will await the Master Plan’s guidance on needs, project identifications, and
priorities before undertaking major changes in programs or starting large capital
expenditure projects. It is expected that at budget time 2008 some further
definition will be available to guide recommendations from the SWAB to the Town
Council.
- The SWAB does not recommend changing the fee structure this year.
- Continue to incrementally increase the range and effectiveness of
stormwater maintenance, small projects, and availability of technical advice to
property owners. Examples include Drainage Assistance programs and use of the
new vacuum truck.
- Provide needed and visible services to the community and increase
the number of press releases and other information regarding the storm water
program.
- Examine the impact of increasing state and federal regulatory
requirements on the Town. Our involvement in the Jordan Lake water quality
improvement planning activities will also play an important part in our
directions going forward.
- Continue the collaborative efforts and the coordination with
Public Works’ stormwater activities.
