Petition to Request Reallocation of 2006-2007 Human Service Funds

PURPOSE

 

The purpose of this petition is to ask the Town Council to reallocate $5,500 of 2006-2007 human services funds.  

 

BACKGROUND

 

On June 26, 2006, the Town Council allocated $225,000 for fiscal year 2006-2007 to 43 human service agencies as recommended by the Human Services Advisory Board. The Council adopted a resolution authorizing the Town Manager to develop performance agreements with the agencies recommended for funding. Two of those agencies, UNC Department of Psychiatry Outreach Project and Youth Creating Change ceased operations and did not execute performance agreements with the Town. The UNC Department of Psychiatry Outreach Project for the Homeless was allocated $4,000 for services to homeless individuals with mental illnesses. Youth Creating Change was allocated $1,500 for youth leadership and training for Chapel Hill youth.

 

DISCUSSION

 

The Human Services Advisory Board believes that these funds would provide valuable services to Chapel Hill residents through agencies currently receiving Town funds. The Board reviewed all agencies that have 2006-2007 performance agreements with the Town that are providing mental health and youth services.

 

The Board agreed that the missions and services of Club Nova and Chrysalis Foundation most closely align with the UNC Department of Psychiatry Outreach Project to the Homeless. Club Nova serves adults living with severe and persistent mental illness and provides them with structured daily activities as well as social, vocational and residential opportunities. The current allocation to Club Nova is $2,000. The mission of Chrysalis Foundation is to develop resources to meet mental health needs of adults and children in our community. The current allocation to Chrysalis Foundation is $1,000. At the January 4, 2007 meeting, the Board voted to ask the Council to increase the current funding to Club Nova by $3,000 and Chrysalis Foundation by $1,000.

 

The Board reviewed 9 agencies providing services to Chapel Hill youth. In the view of the Board, Street Scene Teen Center provides services to Chapel Hill youth that are related to the mission of Youth Creating Change. The allocation approved by the Council to Street Scene Teen Center for this fiscal year is currently $2,500. At the February 5, 2007 meeting, the Board voted to ask the Council to increase the current funding to Street Scene Teen Center by $1,500.

 

The Human Services Advisory Board is confident these agencies will use these funds appropriately toward the programs detailed in their performance agreements with the Town. Staff will monitor the use of the additional funds as is the standard practice with all human service performance agreements.

 

RECOMMENDATION

 

The Human Services Advisory Board recommends the Town Council approve the reallocation of $5,500 of human services funds as follows:
