Concept Plan for the Bolin Creek Greenway Phase 111

Recommendation:

By consensus the Board strongly supports the Concept Plan for Phase III

 

Staff requested that the Board offer suggestions to help narrow the number of options on the different segments of the route.

 

Recommendation: The Board supports the recommended alternatives for sections 1-4 (Martin Luther King Jr. Boulevard to Umstead Park). The Board recommends that the Town keep options open for sections 5 -7.

 

The Board requests more options for traffic claming at the proposed greenway crossing of Umstead Drive.

Explanation of Vote:

 

Dave Love: "I dissented on the vote for the Bolin Creek III Greenway for the sole reason that the motion included the recommendation to route the greenway through a private residence near MLK road crossing.  I agree with all other recommendations in the plan.

 

The purpose of acquiring the residence near MLK was to facilitate a stream crossing of Bolin Creek and subsequent underpass of Umstead Drive.  It appears from the plan that an at-grade crossing of Umstead is possible if a traffic study deemed it acceptable.  I am basing this decision on previous experience of an at-grade crossing of a curving road on the American Tobacco trail.  Specifically, there is a push-button activated light for the American Tobacco Trail at Fayetteville Rd. (near Belgreen Rd. cross-street) in Durham.  I heartily recommend the traffic planners and decision makers visit this at-grade crossing, since it is so close, before making any drastic land acquisitions."

 

Tab Combs - I abstained:  we were asked to provide feedback on the concept of the greenway, not an actual vote on what route the greenway should take.  I felt that by endorsing the concept, we were, in essence, voting to support the greenway planners in doing what they felt was most appropriate to meet their stated goals.  But by voting on actual routes or options, we would be voting to limit them to what they've already identified as being appropriate, even though, as Bill said, they're not quite sure what's best yet.  They're not ready for specific recommendations yet.  At least, that was my interpretation of the presentation last night.

 

Wendy Sarratt: I support the recommended options for all the segments.  I did not feel a need to vote against keeping options open for segments 5-7, so I abstained.
