Before the Council tonight is an application for a Special Use Permit for Chapel Watch Village. The purpose of this cover memorandum is to forward the Town Manager’s recommendation to the Council for the above application. Please refer to the accompanying memorandum for additional information on this matter.
I have reviewed and discussed the key issues with Town staff. Based on the information in the record to date, I believe that the Council could make the findings required to approve the application for a Special Use Permit for Chapel Watch Village.
My recommendation is that the Council approval include a full access vehicular connection between the proposed development and the Larkspur neighborhood. I also recommend that the design of this connection include traffic calming measures within the proposed development and, if necessary, within the Larkspur neighborhood. For Council’s consideration, the attached memorandum also offers alternate stipulations if the Council’s approval includes an emergency access only connection to Larkspur.
On May 16th, the Council Affordable Housing Committee held its final meeting with the applicant. I anticipate that the Council will be receiving additional information on this matter, including a recommendation from the Committee, at tonight’s meeting. I also anticipate that the applicant will be offering additional information on energy efficiency and their discussions with NC GreenPower.
I recommend that the Council adopt Revised Resolution A, approving the Chapel Watch Village Special Use Permit application.
