User Fee Schedules and Policies

The attached resolution would approve user fee policies, fee schedules, and
facility use policies for various Town services and facilities. Proposed
changes for 2007-08 are summarized below. See Attachment 1 for detailed
comparisons of changes proposed in the Fire and Parks & Recreation
Departments. Also see Attachment 2 for copies of the proposed policies and fee
schedules for each department for 2007-08.
For several departments, including Engineering, Finance, Library, Police, and
Public Works, we propose no changes in fees or policies for fiscal year 2007-08.
Recommended changes for other departments are as discussed below. Changes are
minor in amount and in the number of parties affected.
Recommended Changes in Clerk Department Fees (Begins on page 6).
- We recommend increasing fees for agenda packets as follows:
- Agenda packets picked up at Town Hall increased to $390
per year from $210 per year.
- Mailed agenda packets increased to $590 per year from
$350 per year.
Recommended Changes in Inspections Department Fees (Begins on page 19).
- We recommend increasing all fees by 3.4 percent, rounded to the
next highest dollar, per Council’s request.
Recommended Changes in Planning Department Fees (Begins on page 27).
- We recommend increasing all fees by 3.4 percent, rounded to the
next highest dollar, per Council’s request, with the following additions and exceptions:
- A minor adjustment to the Planning Department Fee
Schedule regarding Administrative Zoning Compliance Permit application
(increase from $200 to $400).
- A minor adjustment to the Planning Department’s historic
district fee structure to reduce the fee from $300 to $200 for certain
minor site changes, including porch additions.
- The maximum application fee for any Zoning Map Amendment,
Subdivision, or Zoning Compliance Permit shall be $78,000.00.
- In the case of a Master Plan and a Special Use Permit
submitted concurrently, the application fee shall be waived for the
application with the smaller fee.
Recommended Changes in Fire Department Fees (Begins on page 13).
- We recommend several increases in the Fire Department for FY
2007-08. Please see Attachment 1 for the comparison of existing fees and the
related increases we propose. For the complete fee schedule, please refer to
Attachment 2.
Recommended Changes in Parks & Recreation Department Fees (Begins on
page 39).
- We recommend several changes in the Parks & Recreation
Department for FY 2007-08. Please see Attachment 1 for the comparison of
existing fees and the related changes we propose. For the complete fee
schedule, please refer to Attachment 2. For a complete discussion of Parks
& Recreation policies, please see Attachment 3.
RECOMMENDATION
That the Council adopt the attached resolution
establishing the 2007-08 user fee policy.
