A RESOLUTION AUTHORIZING THE USE OF UP TO $250,000 IN AVAILABLE STREETSCAPE BOND FUNDS TO REVISE THE STREETSCAPE MASTER PLAN AND DOWNTOWN LIGHTING PLAN AND DEVELOP DETAILED PLANS FOR STREETSCAPE IMPROVEMENTS IN AREAS OF DOWNTOWN WHERE IMPROVEMENTS HAVE NOT BEEN INSTALLED; AUTHORIZING THE TOWN MANAGER TO SIGN CONTRACTS FOR CONSULTANT SERVICES SPECIFIED IN THE 5-22-06 COUNCIL RESOLUTION; AND AUTHORIZING THE COUNCIL STREETSCAPE MASTER PLAN COMMITTEE TO MAKE FUTURE DECISIONS REGARDING SPECIFIC CONTRACT DETAILS (2007-06-27/R-10)

WHEREAS, on May 22, 2006, the Town Council adopted a Resolution authorizing the use of $100,000 - $125,000 in available Streetscape bond funds to hire an urban lighting specialist and an urban designer/landscape architect to review and revise the Streetscape Lighting Plan for all areas of the Central Business District and revise the Streetscape Master Plan and develop detailed plans for future improvements in sections of downtown where Streetscape improvements have not yet been undertaken; and

WHEREAS, on June 27, 2007, the Town Council received a report describing the need for additional funding based on preliminary contract negotiations; and

WHEREAS, $125,000 is currently available in bond funding;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the use of up to $250,000 in available Streetscape bond funds for revisions to the Downtown Streetscape Master Plan and Lighting Plan and preparation of detailed plans for improvements in sections of downtown where Streetscape improvements have not been installed; authorizes the Town Manager to sign contracts for consultant services specified in the 5-22-06 Council Resolution; and authorizes the Council Streetscape Master Plan Committee to make future decisions regarding specific contract details.
