SUBJECT:	Authorization to Submit the 2006-07 Public Housing Assessment System (PHAS) Management Operations Certification

The attached resolution would authorize the Manager to submit the 2006-07 Public Housing Assessment System (PHAS) Management Operation Certification to the U.S. Department of Housing and Urban Development (HUD) as required by federal regulations.

BACKGROUND

The Public Housing Assessment System (PHAS) Management Operations Certification must be submitted to the U.S. Department of Housing and Development annually by August 31, 2007.

The PHAS Certification establishes procedures whereby HUD evaluates the management of public housing agencies. Using standard performance criteria for all agencies, HUD determines areas of good management and areas needing improvement. The information included on the PHAS Certification is based on a self-evaluation of a public housing agency’s overall performance in the following areas:

Vacant Unit Turnaround Time
Capital Fund
Work Orders
Annual Inspection of Dwelling Units and Systems
Security
Economic Self-Sufficiency

On September 11, 2006, we provided the Council with information included on the 2005-06 PHAS Certification. HUD’s review of the information was completed in February 2007. Based on HUD’s review of our 2005-06 PHAS Certification the Chapel Hill public housing program was designated as having standard performance in all areas.

DISCUSSION

The 2006-07 PHAS Certification is due to the U.S. Department of Housing and Urban Development by August 31, 2007. The Council has traditionally considered the submittal of the PHAS Certification during the first meeting in August, which provided sufficient time to meet the August 31^st deadline. Because the next regular business meeting of the Council is not until September 10, 2007, we recommend that the Manager be authorized to submit the report to HUD by August 31, 2007, and to the Council at its September 10, 2007 meeting.

RECOMMENDATION

That the Council adopt the attached resolution authorizing the Manager to submit the 2006-07 Public Housing Assessment System (PHAS) Management Operation Certification as required by the U.S. Department of Housing and Urban Development.
