INTRODUCTION
The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2007-2008 human services funding.
The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.
BACKGROUND
The Human Services Advisory Board presented a Needs Report to the Town Council on January 8, 2007 to identify priority areas of human service needs for Chapel Hill residents. These priorities guide the Human Services Advisory Board as they evaluate agency proposals and develop recommendations for performance agreements. This year, the Board received funding requests from 46 nonprofit agencies totaling $349,379.
In the Town Council’s Budget Work Session held for boards and commissions on February 28, 2007, the Human Services Advisory Board requested that the Council continue to support human service agencies and consider an increase from the current level of $225,000 to $250,000.
SUMMARY
Each year, the Chapel Hill Human Services Advisory Board, the Town of Carrboro and the Orange County government coordinate the application process for nonprofit agencies. The three governments use the same application form, required attachments and deadline for submission. On January 25, representatives from each of the three governments held a meeting for nonprofit human service agencies to distribute application packets and information about the funding process. Agencies requesting funding must complete a comprehensive written application form, and submit budget information and an annual financial audit. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the agencies applying to both towns. The joint hearings were held March 26, April 16, 23, 30, May 7, 14, and 21. The Human Services Advisory Board also met on June 4 to hear proposals from agencies applying only to the Town of Chapel Hill. Following the presentations the Board reviewed each agency and formulated recommendations for the 2007-2008 performance agreements which total $250,000 for 41 agencies. The attached appendix provides brief information on the mission of each agency, funds requested, and the Board’s recommendation for Town funding.
RECOMMENDATION
Human Services Advisory Board’s Recommendation: That the Council adopt the attached resolution authorizing the Manager to develop performance agreements with human service agencies as recommended by the Board.
