HUMAN SERVICE PROGRAM RECOMMENDATIONS

 

The appendix includes the mission of each agency, amount requested and the Human Services Board’s recommendation.

 

A HELPING HAND

A Helping Hand has identified the following goals; to enable senior citizens to live independently, maintain high levels of wellness and avoid institutionalized care. Services include accessibility to health care, mobility assistance, medication reminders, adequate nutrition, a safe home environment, respite for caregivers and advocacy.

2006-07 Allocation:  $2,500                           2007-2008 Request:  $4,000

Recommendation: Funding of $3,000 to provide subsidies to assist low-income senior citizens, disabled adults and chronically ill that are Chapel Hill residents. 

 

ADOLESCENT PREGNANCY PREVENTION COALITION OF NC

The mission of APPCNC is to lower the rate of teen pregnancy in Orange County and North Carolina. The program offers training and services to youth-serving providers to expand their capacity to implement teen pregnancy prevention education.

2006-2007 Allocation:   $1,000                      2007-2008 Request:   $2,000

Recommendation: Funding of $1,500 to be used for teen pregnancy prevention training and guidance in implementing programs for providers who serve youth in Chapel Hill.

 

ALLIANCE OF AIDS SERVICES - CAROLINA

The Alliance's mission is to serve people with HIV/AIDS, their loved ones, caregivers and the community at large through non-judgmental care, prevention, education and advocacy.

2006-2007 Allocation:   $1,500                      2007-2008 Request:   $1,500

Recommendation: Funding of $1,500 to the Alliance for services to Chapel Hill clients this year.

 

ALTERNATIVE SENTENCING

Orange and Chatham Alternative Sentencing provides written individualized reports to the judge at the sentencing hearing for offenders and recommends structured sentencing plans.

2006-2007 Allocation:   $6,000                      2007-2008 Request:   $6,000

Recommendation:  Funding of $6,000 for structured, alternative sentencing services to Chapel Hill residents.

 

AMERICAN RED CROSS

The American Red Cross identifies its mission as providing relief to victims of disasters and to help people to prevent, prepare for and respond to emergencies.

2006-2007 Allocation:   $1,000                      2007-2008 Request:   $1,500

Recommendation: Funding of $1,500 this year to provide disaster relief.

 

 

BIG BROTHERS BIG SISTERS OF DURHAM AND ORANGE COUNTIES

The mission of Big Brothers Big Sisters is to help children reach their potential through professionally supported, one-to-one relationships with measurable impact. The program provides adult mentors to children who live in single parent homes or other children in need of a secondary role model.

2006-2007 Allocation:   $4,000                      2007-2008 Request:   $8,000

Recommendation: The Board recommends funding of $5,000 to support the mentoring program for children from Chapel Hill.

 

CHAPEL HILL-CARRBORO YMCA – BOOMERANG PROGRAM

Boomerang provides short-term suspended middle and high school students with a supervised and positive environment during their time away from school.

2006-2007 Allocation:   $2,000                      2007-2008 Request:   $4,000

Recommendation:  The Board recommends funding of $3,000 for services to Chapel Hill students.

 

CHARLES HOUSE

Charles House is a private nonprofit agency whose mission is to care for older adults with disabilities, providing enriching social and recreational activities during daytime hours; to provide respite, service referrals, and educational services for family caregivers, and to advocate for and support development of a system of community eldercare alternatives.

2006-2007 Allocation:   $6,500                      2007-2008 Request:   $7,500

Recommendation: Funding of $7,500 to subsidize adult day care services for client families from Chapel Hill.

 

CHILD CARE SERVICES ASSOCIATION

Child Care Services is a nonprofit agency that promotes affordable, accessible high quality childcare for all children and families.

2006-2007 Allocation:   $9,000                      2007-2008 Request:   $10,000

Recommendation: Funding of $10,000 for childcare scholarships for Chapel Hill children from low to moderate-income families.

 

CHRYSALIS FOUNDATION

The mission of Chrysalis Foundation is to develop resources to meet mental health needs of adults and children in our communities.

2006-2007 Allocation:   $1,000                      2007-2008 Request:   $5,000

Recommendation:  The Board recommends funding of $2,000 to provide services to Chapel Hill residents.

 

CLUB NOVA

The mission of Club Nova is to serve adults in Orange County living with severe and persistent mental illness and provide them with structured daily activities, as well as social, vocational and residential opportunities that they would not otherwise have.

2006-2007 Allocation:   $2,000                      2007-2008 Request:   $5,000

Recommendation: Funding of $3,000 for programs to support the services provided by Club Nova.

 

COMMUNITIES IN SCHOOLS IN ORANGE COUNTY

Communities in Schools of Orange County coordinates the delivery of services to youth and their families to help children learn, stay in school and prepare for life. The program connects students to community resources, provides students and parents a support system and provides opportunities that promote positive academic experiences.

2006-2007 Allocation:  $5,500                       2007-2008 Request:   $6,000

Recommendation: Funding of $6,000 to provide individualized academic support and connections to community resources for Chapel Hill youth in the CIS program.

 

COMMUNITY SCHOOL FOR PEOPLE UNDER SIX

The Community School for People Under Six has a mission to provide high quality childcare to all children, specifically low and middle-income families. Community School offers a multi-cultural, community-based program for Chapel Hill families.

2006-2007 Allocation:  $8,000                       2007-2008 Request:   $8,500

Recommendation: Funding of $8,500 to provide childcare services to low income Chapel Hill families through scholarships.

 

CORNUCOPIA HOUSE

The mission of Cornucopia House is to provide a nurturing environment where patients, families, and others can gather to share and receive support, resources, and education to cope with cancer.

2006-2007 Allocation:  $4,000                       2007-2008 Request:   $5,500

Recommendation:  The Board recommends funding in the amount of $5,000 to support the resource center, education and outreach programs.

 

DISPUTE SETTLEMENT CENTER

Dispute Settlement Center is an agency whose mission is to promote the peaceful settlement of disputes and to prevent the escalation of conflict through mediation, facilitation, conciliation, and training.

2006-2007 Allocation:  $8,800                       2007-2008 Request:   $10,000

Recommendation: Funding is recommended in the amount of $9,500 to serve Chapel Hill residents in the following programs: youth conflict resolution training for public housing residents; free and sliding scale mediations, juvenile victim-offender mediation and parent-teen trainings.

 

DUKE HOMECARE AND HOSPICE 

The mission of Duke Hospice is to provide palliative care for terminally ill patients regardless of ability to pay. Duke Hospice provides medical, psychosocial, spiritual and bereavement care for terminally ill patients and their families.

2006-2007 Allocation:   $3,300                      2007-2008 Request:   $3,500

Recommendation: Funding of $3,500 to provide care for indigent residents of Chapel Hill and to provide bereavement services and programs within the schools.

 

 

EL CENTRO LATINO

The mission of El Centro Latino is to improve the quality of life for Latinos in Orange County by providing social and educational services, community development, advocacy and opportunities.

2006-2007 Allocation:  $5,500                       2007-2008 Request:   $6,000

Recommendation: The Board recommends funding of $6000 to El Centro Latino to provide services such as Adult Education classes and employment services to the Latino community.

 

EL FUTURO

The mission of El Futuro is to address the behavioral health needs of North Carolina’s Latino community by promoting behavioral health awareness, enhancing existing services, and developing a model clinic.

2006-2007 Allocation:  $2,500                       2007-2008 Request:   $5,000

Recommendation:  Funding of $3,500 to provide behavioral health services to Latino adults and children living in and around Chapel Hill.

 

EMPOWERMENT

EmPOWERment promotes new models of community building, problem solving and social action to build a shared vision and power for community change. EmPOWERment provides services such as home buyers’ education, production of affordable housing, business supportive services and community organizing.

2006-2007 Allocation:  $0                              2007-2008 Request:   $13,535.44

Recommendation: The Board recommends no funding through the human services allocations. The Board anticipates that funding for this request will be set aside elsewhere in the proposed Town budget.

 

EQUINE REFLECTIONS

Equine Reflections provides equine assisted growth and learning to high risk adolescents. Equine Reflections requests funds for therapeutic summer camps for violence prevention, substance abuse prevention and relationship building through the use of equine assisted psychotherapy.

2006-2007 Allocation: Did not apply             2007-2008 Request:  $5,000

Recommendation:  The Board recommends no funding this year.

 

FAMILY AND CHILDREN’S SERVICES (CHANGE PROGRAM)

The mission of Family and Children’s Services is to provide mental health treatment including; counseling, education and support services that promote safety, stability and self-sufficiency. The CHANGE program is a state approved treatment program for domestic violence offenders.

2006-2007 Allocation:  $3,500                       2007-2008 Request:   $6,000

Recommendation: The Board recommends funding in the amount of $4,000 to serve CHANGE participants from Chapel Hill.

 

FAMILY VIOLENCE PREVENTION CENTER

The mission of the Family Violence Prevention Center (FVPC) is to prevent and end family violence through community education, and provision of direct services including emergency assistance, case management and court advocacy.

2006-2007 Allocation:  $14,000                     2007-2008 Request:   $15,000

Recommendation:  Funding of $15,000 for the provision of domestic violence services including a 24-hour hotline, in-office counseling, support groups, court advocacy, outreach and community education.

 

FREEDOM HOUSE

Freedom House provides extended care, transitional living and outpatient services to promote recovery from the disease of addiction and co-occurring mental illness. Freedom House provides halfway house/treatment services, non-hospital medical detox, acute SA stabilization and transitional living services.

2006-2007 Allocation:  $15,000                     2007-2008 Request:   $18,000

Recommendation: The Board recommends funding of $16,000 for day-to-day residential programming needs for substance abuse treatment services for Chapel Hill residents.

 

GRAPE ARBOR DEVELOPMENT CORPORATION

The mission of Grape Arbor is to equip the youth of the Chapel Hill-Carrboro community with the leadership and coping skills they need to develop to their full academic, social and spiritual potential. Grape Arbor seeks funding to support a dropout prevention and crime prevention program.

2006-2007 Allocation: Did not apply             2007-2008 Request: $10,000

Recommendation:  The Board recommends funding of $1,500 to serve Chapel Hill youth.

 

HIDDEN VOICES

The mission of Hidden Voices is to challenge, strengthen and connect our diverse communities through the transformative power of the individual voice. Hidden Voices seeks funding to support projects such as summer programs for at-risk youth, dialogue between community member and developers and other services.

2006-2007 Allocation:  $1,000                       2007-2008 Request:  $5,000

Recommendation:  Funding of $1,000 is recommended for Hidden Voices to serve Chapel Hill residents.

 

INTER-FAITH COUNCIL

The Interfaith Council for Social Service (IFC) has identified as its mission to meet basic needs and help individuals and families achieve their goals. The primary goals are to provide emergency shelter, food, direct services, advocacy and information to people in need.

2006-2007 Allocation:  $7,500                       2007-2008 Request:   $10,000

Recommendation: The Board recommends funding of $9,600 this year for support to residential programs, food programs, crisis intervention and other IFC services.

 

KIDSCOPE (CHAPEL HILL TRAINING OUTREACH)

The KidSCope program is an early intervention program whose mission is to provide specialized services to young children who are experiencing social, emotional, and/or behavioral difficulties.

2006-2007 Allocation:  $4,000                       2007-2008 Request:   $5,000

Recommendation: Funding of $4,500 is recommended to provide education and therapeutic mental health services to preschool age children and families residing in Chapel Hill, consultation to childcare centers and an alternative therapeutic classroom setting.

 

MENTAL HEALTH ASSOCIATION IN ORANGE COUNTY

The mission of the Mental Health Association is to engage with citizens to promote the mental health of our community and to improve the lives of our residents with mental illnesses.

Recommendation: Funding of $10,000 for the Compeer program to match volunteers with adults with severe and persistent mental illness.

 

MIDDLE SCHOOL AFTER SCHOOL PROGRAM (CIS-OC)

Communities in Schools of Orange County is the nonprofit agency that serves as the fiscal agent for funds to support the Middle School After School program in Orange County. The mission of the program is to provide positive educational, social, and recreational activities for middle school students during after school hours.

2006-2007 Allocation:  $25,000                     2007-2008 Request:   $26,500

Recommendation: The Board recommends funding of $26,000 for this year.

 

OE ENTERPRISES

The mission of Orange Enterprises is to maximize vocational potential from the beginning of work until retirement for persons who have employment barriers.

2006-2007 Allocation:  $4,000                       2007-2008 Request:   $4,000

Recommendation: Funding of $4,000 for vocational services to Chapel Hill residents.

 

ORANGE COUNTY DISABILITY AWARENESS COUNCIL

Orange County Disability Awareness Council is a nonprofit, volunteer citizen’s action group dedicated to ensuring that all citizens with disabilities enjoy equal access to every aspect of life in the community.

2006-2007 Allocation: $0                               2007-2008 Request:   $2,000

Recommendation: The Board recommends funding of $1,000 this year.

 

ORANGE COUNTY LITERACY COUNCIL

The mission for the Orange County Literacy Council is to assist adults in improving their literacy skills in order to achieve their employment, community, family and life goals.

2006-2007 Allocation: $8,000                        2007-2008 Request:   $9,000

Recommendation: The Board recommends funding of $9,000 for the adult literacy program that provides individualized and small group instruction. The funds will serve Chapel Hill residents.

 

ORANGE COUNTY PARTNERSHIP FOR YOUNG CHILDREN

The mission of the Partnership is to ensure that all young children arrive at school healthy and ready to succeed. The Partnership is the administrator for the Smart Start Early Childhood Initiative.

2006-2007 Allocation: $1,500                        2007-2008 Request:  $3,000

Recommendation: The Board recommends $2,500 to support the Healthy Kids Campaign community collaborative that will serve Chapel Hill residents.

 

ORANGE COUNTY RAPE CRISIS CENTER

The mission of the Orange County Rape Crisis Center is to stop sexual violence and its impact through support, education, and advocacy. The Center provides direct services through a 24-hour crisis line, support groups and community education.

2006-2007 Allocation:  $12,000                     2007-2008 Request:   $15,000

Recommendation: Funding of $13,000 for services to support survivors of sexual violence and educational programs for Chapel Hill residents this year.

 

PEOPLES CHANNEL

The mission of The Peoples Channel is to provide the means and promote the opportunity for area citizens to exercise free speech through media production and distribution of cable television programming. The Peoples Channel is requesting funds to purchase a portable three camera television studio to start up a Community Coverage Program.

2006-2007 Allocation: Did not apply             2007-2008 Request:  $9,220.97

Recommendation:  The Board recommends no funding through the human service allocation process.

 

PIEDMONT HEALTH SERVICES

The mission of Piedmont Health Services is to increase access to high-quality affordable primary health care services for underserved communities in north-central North Carolina. Piedmont Health Services requests funds to support the delivery of comprehensive, bi-lingual medical and dental care to underserved residents of Chapel Hill.

2006-2007 Allocation: $1,000                        2007-2008 Request: $5,000

Recommendation:  Funding of $2,000 for services to Chapel Hill residents.

 

PIEDMONT WILDLIFE CENTER

Piedmont Wildlife Center’s mission is to support North American wildlife and their habitat through rehabilitation, education, public awareness, and scientific study, with emphasis given to wildlife and wilderness of the North Carolina Piedmont.

2006-2007 Allocation: $0                               2007-2008 Request:   $10,000

Recommendation: The Board recommends no funding through human services this year.

 

PLANNED PARENTHOOD

Planned Parenthood of Orange and Durham Counties provides educational and health care services aimed at reducing the incidence of unwanted pregnancy, AIDS, and other sexually transmitted infections especially among teens and low-income men and women.

2006-2007 Allocation: $1,500                        2007-2008 Request:   $1,500

Recommendation: Funding of $1,500 for support of services including family planning, HIV and STI testing, cancer screenings, and treatment for STIs as well as education programs.  

 

 

STREET SCENE TEEN CENTER

The mission of Street Scene Teen Center is to provide a safe, drug and alcohol free environment for Chapel Hill teens in the downtown area where community youth traditionally go to meet their friends and spend their leisure.

2006-2007 Allocation:  $2,500                                   2007-2008 Request:  $4,000

Recommendation: The Board recommends funding of $3,500 for services to youth of Chapel Hill.

 

STUDENTS UNITED FOR A RESPONSIBLE GLOBAL ENVIRONMENT (SURGE)

SURGE is a statewide nonprofit that connects student and youth organizations in North Carolina to a number of progressive social and environmental causes. SURGE requests funding to support the Blue Urban Bikes, a community bike share program that aims to redefine urban transportation in Chapel Hill.

2006-2007 Allocation: Did not apply                         2007-2008 Request: $10,000

Recommendation: The Board recommends no funding through the human services allocation.

 

THE ARC

The Arc works with and for people who have or are at risk for developmental disabilities to promote full participation in all areas of life in our community. The Arc works toward this mission through advocacy, education, and collaboration and quality supports.

2006-2007 Allocation: $10,000                                  2007-2008 Request:   $11,200

Recommendation: Funding of $10,500 for services to Chapel Hill residents with development disabilities.  

 

THE WOMEN’S CENTER

The mission of the Women’s Center is to promote the individual and collective empowerment of the diverse community of women and girls in the Triangle.

2006-2007 Allocation: $13,000                                  2007-2008 Request:   $14,000

Recommendation:  Funding of $13,500 for services to low-income Chapel Hill residents including: Community Education and Outreach; Financial and Housing Programs; Legal Information Services; and Support Services.

 

TRIANGLE RADIO READING SERVICE

The purpose of Triangle Radio Reading Service is to provide current news, information and entertainment from the print media to blind, visually impaired and physically disabled people 24 hours a day on an audio network of radio, television and cable.

2006-2007 Allocation: $3,900                                    2007-2008 Request:   $4,000

Recommendation: Funding in the amount of $3,900 for services to Chapel Hill residents.

 

TRIANGLE RESIDENTIAL OPTIONS FOR SUBSTANCE ABUSERS

TROSA is a two-year substance abuse recovery program with the mission to assist in changing lives and increasing law-abiding behavior by providing a self-supporting, two-year, residential self-help community serving offenders and substance abusers at no cost to the individuals.

2006-2007 Allocation: $2,000                                    2007-2008 Request:   $3,000

Recommendation:  Funding of $3,000 is recommended for substance abuse treatment services to Chapel Hill residents.

 

UNC DEPARTMENT OF PSYCHIATRY- OASIS PROGRAM

The Outreach and Support Intervention Services Program (OASIS) of UNC Psychiatry identifies and treats individuals in the early stages of a psychotic illness with the goal of increasing the likelihood of a sustained symptomatic and functional recovery. The OASIS program provides treatment that specifically addresses mental health needs of adolescents and young adults.

2006-2007 Allocation: Did not apply                         2007-2008 Request:   $14,423

Recommendation: The Board recommends funding of $4,000 to support the cost of treatment services for Chapel Hill residents.

 

VOLUNTEERS FOR YOUTH

Volunteers For Youth, Inc. is a youth serving organization, meeting the needs of delinquent and high-risk young people in Orange County through a one-on-one volunteer program, a community services program and a youth and family counseling program.

2006-2007 Allocation: $5,000                                    2007-2008 Request:   $5,000

Recommendation:  Funding of $5,000 to Volunteers for Youth to support the community services and restitution program, mentoring program and Teen Court.
