The purpose of this memorandum is to present recommended position classification grade, title and departmental changes for selected Town positions. In some cases, there are corrections of minor clerical errors. Enactment of the attached ordinances would revise the Town Position Classification and Pay Plan to implement these changes effective July 1, 2007 and October 1, 2007.
Change the title of one part time Administrative Clerk at grade 28 to Administrative Assistant at grade 31 and change the hours from 20 to 30. This position was initially classified as an Administrative Clerk. After review of the job duties it was determined that the more appropriate title would be Administrative Assistant.
Change the name of the entire department from Town Clerk to Communications & Public Affairs to more accurately reflect the nature of the work performed. Change the title of Town Clerk to Communications & Public Affairs Director/Town Clerk. Transfer the position of Town Information Officer to the Communications & Public Affairs Director/Town Clerk and change the title to Public Information Officer. Add one unfunded position of Web System Analyst at grade range 37/39 and one unfunded Graphic Artist at grade 35 to the department. This plan is in alignment with goals previously discussed with the Council.
Change one part time Accounting Technician II at 30 hours to one full time Accounting Technician II at 37.5 hours. The workload in the Finance Department supports the additional hours for this position. Change the grade of one full time Purchasing Technician from 29 to 31. This would bring the position more in line with similar positions.
Add one full time Engineer at grade range 41-45 and one full time Engineering Technician at grade range 32-34 both in the Stormwater Management Division. Change one full time Traffic Program Supervisor to one full time Traffic Signal Technician and one full time Administrative Technician at grade range 29-30. Add Sign and Marking Technician Trainee at grade 28 as part of the career progression program.
Change the title of Field Operations Superintendent at grade 44 to Operations Manager at grade 44. This title change reflects a change in job duties.
Change the title of one full time Police Analyst to Crime Analyst and change the grade from 41 to 39. The job duties of this position were reexamined and modified upon the retirement of a long term employee. One Police Officer remains in the ordinance, but will be initially unfunded for fiscal year 2007-2008.
Note in the ordinance that 12 Firefighters are currently grant funded. These positions will be fully funded by the Town in five fiscal years. Add new title of Fire Lieutenant at grade 39. This position is part of the career progression series in the Fire Department.
Change the hours of the full time Recreation Assistant in the Aquatics Division from 40 to 37.5. This corrects a clerical error. Change the hours of a part time Recreation Assistant in the Hargraves Community Center from 20 to 22. This corrects a clerical error.
Add one position of ADA/Section 504 Coordinator. This is a four year grant funded position required by HUD. This position may be filled at either full time or part time.
Change the name of the entire department from Transportation to Transit. Change the title of the Transportation Director to Transit Director and the title of Assistant Transportation Director to Assistant Transit Director. Change one full time Transit Supervisor at grade 33 to one full time Scheduling and Run Cut Coordinator at grade 39. Change one full time Transit Supervisor to one full time Customer Service Operations Supervisor. Add one full time grant funded Manager of Systems Development and Planning position at grade range 42 and one full time grant funded Project Coordinator at grade 37.
We recommend that the Council enact the attached ordinance [2007-06-27/O-6] to implement these changes effective July 1, 2007. We also recommend that the Council enact an ordinance [2007-06-27/O-7] effective October 1, 2007, to increase the salaries of eligible Town employees in the amount of 4.00% annually.
