Roger,

It was good to see you at the Town Council Meeting Monday night.  I
appreciate you taking the time to call on Tuesday to discuss the
meeting.  On May 16th we convened a meeting of select personnel from
the Town of Chapel Hill, UNC Athletics, The Chapel Hill Chamber, and
the UNC Department of Public Safety to identify potential opportunities
to expand and improve upon Football Gameday parking options for fans.
Our goal was to identify any areas where a win win solution could be
created to provide additional game day parking in a way that had a
positive impact on revenues and the overall fan experience.

In the meeting eight areas were identified as opportunities worthy of
further exploration.  Our hope was to explore the eight areas as
quickly as possible to identify if any of them were feasible to
implement for the 2007 season.  Subsequent to the meeting Kay Johnson
explained to me that there were several areas that could not be pursued
without the approval of the Town Council and because there were only a
few meetings left prior to the summer they had to be presented now in
order to have an answer prior to the summer break.  The areas that were
presented to the council were Expansion of Tar Heel Express to include
parking areas along Martin Luther King and the continuation of the "5th
Quarter Chapel Hill Concept", using parking meters along Cameron Avenue
as game day parking spaces, and on street parking along Raleigh Road.

In exploring these options, The UNC Department of Public Safety has
reviewed all of them and has concerns with one item:  on street parking
along Raleigh Road.  They are concerned that this will create numerous
ingress and egress problems on football game days.  Additionally, Bill
Strom raised concerns about this idea related to the impact it would
have on the residents living in the neighborhoods along Raleigh Road.
Our intent is to only pursue options that are win win solutions with
the potential to have a significant impact on Town and University
revenues and overall fan experience, and not create substantial
problems for the Town or the University.  Based upon this I request
that we no longer consider on street parking along Raleigh Road as an
option worth pursuing.

We are still hoping to proceed with the other pieces of the Consent
Agenda Action Items presented at the June 11th meeting as we feel these
other items (Expansion of Tar Heel Express to include parking areas
along Martin Luther King and the continuation of the "5th Quarter
Chapel Hill Concept", and using parking meters along Cameron Avenue as
game day parking spaces) are potential win win initiatives with the
potential to increase both Town and University revenues while enhancing
the overall fan experience.

Roger, it has been a pleasure to work with you and your staff on these
initiatives, and I look forward to continuing to do so to achieve
common objectives in the future.  I regret if our process has created
confusion for you or for the Council.
