The attached ordinance would establish a project budget for a transit operating grant which will be used to provide for the provision of shared ride services to the Town of Carrboro.
BACKGROUND
In federal fiscal year 2006 Chapel Hill Transit was notified of an earmark Congestion Mitigation and Air Quality (CMAQ) funds to provide shared ride service to the Town of Carrboro. These funds can be used to offset the cost to provide feeder service to those areas in the Town of Carrboro that are not directly served by Chapel Hill Transit’s fixed route service. Under the basic provisions of the CMAQ program, the project must demonstrate that it will not only mitigate the undesirable environmental impacts of automobile travel but will make positive improvements in air quality through transportation projects.
The Town will receive these funds over the next three years with the first year allocation being received in FY2007. The second year allocation has now been received.
The final grant application will be submitted for the remaining year as those funds are allocated and then transferred from the Federal Highway Administration to the Federal Transit Administration.
DISCUSSION
Urbanized Area Formula Program (Section 5307) - Capital
On September 8, 2006 a Federal Transit Administration grant totaling $15,625 was awarded for the provision of Shared Ride Feeder Service to the Town of Carrboro. The second grant was awarded on June 4, 2007 totaling $16,250. The federal portion of the grants provide 80% ($25,500). The Town of Chapel Hill will submit an application to the N.C. Public Transportation Division requesting 10% ($3,187) in matching funds.
The Town’s matching share for this grant ($3,188) is budgeted in the Transportation Capital Reserve Fund.
