Minutes of Special Meeting of the Chapel Hill Town Council September 12, 2007

 

Mayor Foy called the meeting to order at 5:10 p.m. 

 

Attending:  Mayor Foy; Council Members Greene, Harrison, Kleinschmidt, Strom, Thorpe, and Ward; Town Manager Stancil; and Consultant Tim Dempsey.

 

By consensus of the Council, the Council moved into closed session as authorized by North Carolina General Statute Section 143-318.11(a)(6), to discuss the performance of the Town Manager and the Town Attorney.

 

Council Member Easthom joined the meeting at 5:50 p.m.

 

The Council met with the Town Manager and Mr. Dempsey and discussed the Manager’s work and written information submitted by others regarding the Manager’s work. 

 

Mr. Stancil left the meeting at 8:15 p.m. 

 

The Council continued its discussion of the performance of the Manager.  The Council approved, 8-1, a salary increase for the Town Manager of 9% with Council Member Kleinschmidt voting in opposition. 

 

Councilmember Kleinschmidt asked that the minutes reflect the fact that his vote against the manager's compensation increase is not a reflection of his evaluation of the manager. He supports the manager and commends him on his excellent performance. Rather, his concern is with the disparity between the increase for the manager and the 4% increase awarded to other town employees. Other members of the Council asked that their vote for an increase reflect their strong confidence in the manager, and the fact that the increase places him in the middle of his pay range.

 

The Council reviewed and discussed the performance of the attorney, Ralph Karpinos, and based on that evaluation found his performance excellent. The Council asked the Mayor to communicate this to the attorney, and awarded him a commensurate merit increase.

 

The Council approved, 9-0, a salary increase for the Town Attorney of 5%. 

 

The salary adjustments are to be effective October 1.

 

The Closed Session ended and the meeting was adjourned at 9:05 p.m.
