Triangle J Cable Consortium Service Agreement

PURPOSE

 

The following resolution would authorize the Town Manager to execute a contract through March 31, 2008, with Triangle J Council of Governments Cable Consortium for assistance in addressing cable television and telecommunication responsibilities and to admit the Town into membership of the Cable Consortium. Consortium membership fees would amount to approximately $5,000.  In the past, the Town has allocated approximately the same amount for cable consulting services.  This agreement would require no change in budgeting for the year.

 

BACKGROUND

 

Due to the deregulation of the video service provider industry in North Carolina, the Town requires a cable consultant who is focused on North Carolina cable law and telecommunications developments. Triangle J Cable Consortium is closely monitoring the effects of the Video Service Competition Act, which took effect in January 2007.  The Town of Chapel Hill has retained services since 2001 from The Baller Herbst Law Group for the oversight and administration of its cable television franchise. Effective July 30, 2007, we ended our retainer agreement with The Baller Herbst Law Group.

 

RECOMMENDATION

 

That the Council adopt the following resolution that authorizes the Town Manager to execute the proposed contract (Attachment 1) with Triangle J Council of Governments Cable Consortium as described above.
