Streets Bond Capital Projects Ordinance Amendment for Traffic Calming Project

PURPOSE

The purpose of this report is to authorize acceptance and amend the Streets Bond Capital Project fund for funding to be received from the University for a traffic calming project.

BACKGROUND AND DISCUSSION

On June 12, 2006, the Council authorized installation of traffic calming measures on several streets in neighborhoods adjacent to the University of North Carolina campus. The University is required to develop and construct traffic calming measures in neighborhoods adjacent to the University campus as part of the approved guidelines for the OI-4 Transportation Impact Analysis. The Town installed the traffic claming devices as part of the overall Townwide traffic calming program and the University has agreed to pay the full cost associated with the installation of the following traffic claming measures as specified below:

  1. Boundary Street:  1-Speed table
  2. Purefoy Road:  4-Speed tables and all-way stop control at the Howell Street/Purefoy Road Intersection
  3. Oteys Road: 1-Speed table
  4. McCauley Street: 2-Speed tables
  5. Ransom Street: 2-Speed tables and all-way stop control at Ransom Street/University Drive intersection
  6. Vance Street: 1-Speed table
  7. University Drive: 1-Speed table
  8. West University Drive: 1-Speed table
  9. Westwood Drive: All-way stop control at Westwood Drive/West University Drive and Westwood Drive/Dogwood Drive intersections

The attached Streets Bond Capital Project Ordinance amendment would recognize the revenue of $43,909 from the University for their cost of above traffic calming devices.

RECOMMENDATION

That the Council enact the attached ordinance to add the University of North Carolina funds to the Street Bond Capital Projects fund.
