Response to a Petition Requesting Traffic Calming Measures on Village Drive

PURPOSE

 

The following report responds to a petition from the Village West Homeowners Association requesting the installation of traffic calming measures to address speeding problems on Village Drive.

 

BACKGROUND AND DISCUSSION

 

At its June 11, 2007, meeting, the Town Council received and referred a petition from the Village West Homeowners Association requesting the installation of traffic calming measures that would address speeding problems on Village Drive.  A copy of the petition is provided in Attachment 1. 

 

In the petition, the Association expressed concerns about speeding and failure to adhere to traffic signs. The Association’s petition requests that the Town install warning signs, speed tables, and electronic speed display devices.  Please see the area map provided in Attachment 2.

 

Village Drive is a 33-foot wide street with curb and gutter.  It is a connecter street between Estes Drive Extension and Umstead Drive and it includes a significant curve and hill approximately midway between the two.

 

As preliminary measures, Town staff installed additional speed limit signs with orange flags on Village Drive and the Police Department initiated additional speed limit enforcement on Village Drive to the extent possible with available resources.

 

At its June 30, 2004 meeting, the Council adopted Traffic Calming Policy and Procedures including a neighborhood petition process. Town policy requires that a valid petition for traffic calming measures such as speed tables must be signed by two-thirds of the property owners within the service area surrounding the proposed project site(s). We discussed this with the Association and provided a copy of the adopted Traffic Calming Policy and Procedures.  We also advised the Association that the number of signatures on the submitted petition is less than 2/3’s of the property owners within the service area surrounding the proposed project site(s), and we have provided a petition form and information on the required number of signatures. 

 

Upon receipt of a valid petition in accordance with the Town Traffic Calming Policy, Town staff would perform studies, develop improvement plans, and establish project priorities based on the ranking system included in the policy.  Once a project has completed the necessary procedural steps, we include it with other projects for funding consideration by the Council.
