Tonight, the Council holds a Public Hearing regarding a request from Habitat for Humanity for approval of a Special Use Permit, Planned Development-Housing to create 51 single-family lots on 19.3 acres on the north side of Purefoy Drive.
The Public Hearing has been scheduled to receive evidence in support of and in opposition to approval of the applications, as the Council determines the appropriate requirements to include as conditions of approval. The purpose of this cover memorandum is to forward my preliminary recommendation to the Council.
Earlier this year the Town formed a Task Force to study and develop a Small Area Plan for the Rogers Road area. The proposed development is located within the boundary of that small area plan. The applicant has discussed the proposed development with the Task Force.
I have reviewed and discussed the key issues with Town staff. Based on the information in the record to date I believe, with the modification to the regulations as proposed by the applicant, the Council could make the findings required to approve an application for a Special Use Permit. Further evidence concerning this application may be submitted at tonight’s Public Hearing.
