The attached Resolution would authorize the Town Manager to enter into an agreement with Kimley-Horn and Associates, Inc. for design of a Town-owned fiber optic cable system to be installed in conjunction with the traffic signal system upgrade project.
We recommend that the Council adopt the attached resolution.
At its May 21, 2007 meeting, the Town Council authorized the Town Manager to enter into an agreement with the North Carolina Department of Transportation for rehabilitation and expansion of the Town’s traffic signal system. This agreement was signed in June 2007. Subsequently, the North Carolina Department of Transportation requested bids and ultimately selected Kimley-Horn and Associates, Inc. to design the Chapel Hill traffic signal system upgrade project. Earlier this month, the State Transportation Board approved Kimley-Horn for the design of the Chapel Hill traffic signal system project.
The agreement between the Town and the North Carolina Department of Transportation (NCDOT) for rehabilitation and expansion of the Town’s traffic signal system has provisions for additional fiber optic cable to be installed for Town use. Although some of the planning and design work required to install a Town-owned fiber optic cable network is included in our agreement with the NCDOT, additional design work will be necessary to account for cable extensions to Town facilities, cable extensions beyond the NCDOT project limits, additional equipment, cable, splices, and other features not directly associated with the traffic signal system upgrade project.
Town staff members have discussed the Town project design requirements with Kimley-Horn and Associates, Inc. and the North Carolina Department of Transportation and have concluded that Kimley-Horn can accomplish the Town’s design requirements. The firm has worked in a similar manner with other cities in North Carolina to prepare dual system designs of this type. Having one design firm prepare the overall design will be in the best interest of the Town and the State.
The 2007-2008 Capital Improvements Program includes $50,000 for the design of a Town-owned fiber optic cable network that could be installed in conjunction with the NCDOT project that would upgrade the Town’s traffic signal system.
