The attached resolution would designate the Town Manager to act as the Town’s agent for matters pertaining to the Town’s Hazard Mitigation Grant Application for the Camelot Village Acquisition Project.
On July 16, 2004, the Town of Chapel Hill submitted a grant application to the North Carolina Division of Emergency Management (NC DEM) for funding under the Federal Emergency Management Agency’s (FEMA) Pre-Disaster Grant Program. The Town proposed the acquisition and demolition of three buildings located within the regulatory floodway and floodplain of Booker Creek in the Camelot Village condominium complex. The grant was approved and the fully executed grant agreement was received in August 2005.
The Town requested an extension of time for completion of the project in January 2007. Staff attributed the project delay to three factors - the challenging and complex nature of the project, reduction by FEMA of the original schedule by 50%, and a staffing shortage.
We have received a request from the NC DEM project manager to complete and submit the attached FEMA Form 90-63, Designation of Applicant’s Agent so that the grant extension can be finalized. This is needed because the former Town Manager was designated by name as the Town’s agent.
We recommend approval of the attached resolution that would designate the Town Manager to act as the Town’s agent in matters pertaining to the Town’s hazard mitigation grant application.
