Stage Two Water Restrictions

PURPOSE

The attached resolution would affirm and supplement Mayor Foy’s Proclamation of Stage Two Water Restrictions to incorporate the provisions requested by the Board of Directors of the Orange Water and Sewer Authority.

DISCUSSION

On October 18, 2007, the OWASA Board adopted a resolution declaring a Stage Two Water Shortage.  (Attachment 1)  On October 19, 2007, in accordance with the provisions of Chapter 11, Article X, the Mayor issued the proclamation declaring State Two restrictions as spelled out in the Town Code of Ordinances.  (Attachment 2).

The OWASA Board Resolution requests additional and supplemental language in the Stage Two Proclamation beyond the specific terms that are included in the Town’s Ordinance for Stage Two and beyond the terms included in the Mayor’s Proclamation.  Specifically, OWASA proposes that Stage Two restrictions include the year round requirements and restrictions on other “non-beneficial uses”. 

The attached resolution reaffirms the Mayor’s proclamation and supplements it with the additional restrictions included in the OWASA request. 

RECOMMENDATION

I recommend that the Council adopt the attached resolution affirming and supplementing the proclamation issued by Mayor Foy for the Stage Two water shortage.
