The following report responds to a petition requesting the installation of traffic calming measures on Booker Creek Road.
At its September 24, 2007, meeting, the Town Council received and referred a petition from a citizen requesting the installation of traffic calming measures on Booker Creek Road. A copy of the petition is provided in Attachment 1.
In the petition, the citizen expressed concerns about speeding on Booker Creek Road and sight distance problems associated with the Booker Creek Apartments driveway. Please see the area map provided in Attachment 2.
Booker Creek Road is a 33-foot wide paved road, back of curb to back of curb, with curb and gutter on hilly terrain with numerous curves. It is a connecter street between Honeysuckle Road and Old Oxford Road and it includes a significant hill near the driveway to the Booker Creek Apartments parking lot. The posted speed limit is 25 mph.
As interim measures, Town staff installed additional speed limit signs with orange flags on Booker Creek Road and the Police Department initiated additional speed limit enforcement to the extent possible with available resources. The Town staff also installed a “limited sight distance” sign on southbound Booker Creek Road in advance of the apartment’s driveway.
At its June 30, 2004 meeting, the Council adopted Traffic Calming Policy and Procedures including a neighborhood petition process. Town policy requires that a valid petition for traffic calming measures (such as speed tables) must be signed by two-thirds of the property owners within the service area surrounding the proposed project site(s). We discussed this with the petitioner and provided a copy of the adopted Traffic Calming Policy and Procedures. We also provided a petition form and information on the required number of signatures necessary to validate the petition.
Upon receipt of a valid petition in accordance with the Town Traffic Calming Policy, Town staff would perform studies, develop improvement plans, and establish project priorities based on the ranking system included in the policy. Once the necessary procedural steps are completed for a given project, we would include it with other projects for funding consideration by the Council.
