AGENDA #4f

MEMORANDUM

TO:

Roger L. Stancil, Town Manager

FROM:

Steve Spade, Transit Director

SUBJECT:

Increase in a Transportation Grant Budget

DATE:

November 7, 2007

PURPOSE

The attached budget amendment would increase the budget of the FY2005 technology grant by $78,445.

BACKGROUND

On July 1, 2005 the Town of Chapel Hill was awarded $52,530 in State Technology funds to purchase mobile data terminals for Chapel Hill Transit’s demand-responsive fleet.  A Mobile Data Terminal (MDT) is a computerized device used in vehicles to communicate with a central dispatch office.  Mobile Data Terminals permit real-time communication between the dispatcher and driver without the need for voice radios.  Chapel Hill Transit investigated the purchase of the units and found that in order for them to operate effectively, they would need to be integrated with the Town’s paratransit scheduling software.  The cost of the mobile data terminals and integration with the scheduling software has been estimated to cost $130,975, exceeding the amount originally awarded to purchase these units.

A request was made to the State of North Carolina for additional technology funds to complete the project.  On October 4, 2007 the State Board of Transportation approved the award for additional funds totaling $78,445.  Of this amount the State will provide $70,600 (90%) and the Town’s matching share is available in the Transportation Capital Reserve Fund.

RECOMMENDATION

That the Council adopt the attached Budget Ordinance Amendment which would increase the project budget for a Transportation Technology Grant.
