Dear Council Members:
I am messaging you regarding the request of the Chesley HOA for restricted 3-hr parking on their streets because of student parking. I fully understand and am sympathetic with the residents' plight as Chandlers Green deals with the same issue. I am also concerned, however, that the 3-hr limit will put an unneeded burden on the enforcement staff. I would ask that you ask staff to suggest to the HOA that they choose either fully-restricted parking between the hours of 8AM-4PM (as we have in Chandlers Green) or that they go to a resident permitting option. Either option should greatly eliminate the issue of student parking. Even option 1 should not impede resident parking since enforcement would occur only upon a complaint. With the currently-suggested 3-hr limit, a complaint would be difficult to enforce unless the enforcement officer makes multiple trips to verify a car is parked > 3 hr. Thank you for your time.
