SUBJECT:	Council Retreat

It is time to begin considering how to structure our January planning retreat which is now only two months away.  Following up on our success from last year, I think we should set up a group of Council and staff to establish the agenda and work with a facilitator to make sure the meeting flows smoothly and everyone has an opportunity to participate. Phil Boyle has provided his services to the Special Transit Advisory Committee and has worked with Town Staff on organizational development and priorities.  He has also worked with other local governments in Wake and Orange Counties.  Because of the breadth and depth of knowledge and experiences with local issues I believe he would be particularly helpful to our retreat.   I suggest that we ask the Manager to contact Phil Boyle to engage him to facilitate our planning retreat.
