That the Council approve a Special Use Permit Modification for the Chapel Hill Public Library Expansion application with enactment of Revised Resolution A (Attachment 3) as attached to the Addendum Memorandum to the Staff Report dated, October 24, 2007 with the following changes: |

Land Use Intensity: Reduce the number of parking spaces from 242 to 228. |

Library Drive On-Street Parking: That this permit does not authorize on-street parking spaces on Library Drive . |

Southern Parking Lot Vehicular Parking and Book Drop: That the southern parking lot include 1-way vehicular circulation and a book drop. |

Issues Raised: |
1. A Commissioner believed the Town project should endorse parking minimums. |

2. A Commissioner believed that the parking area on Library Drive creates an unsafe traffic situation for vehicles backing into Library Drive and should not be included with the project. |

3. A Commissioner believed that 1-way traffic in the southern parking lot would be a safer vehicular movement and that a book drop in the parking lot could alleviate parking needs.
