Recommended Amendment of the Community Development Program to Allocate Residual Funds |

Adoption of the attached resolution would establish a process to amend the Community Development program to reallocate funds. This process would include a public hearing to receive comments and proposals from organizations and the public.
DISCUSSION
We propose to reallocate funds that will not be used for activities as planned, either because the activity was completed under budget or because an agency was not able to meet the requirements of the Community Development program. Funds would be reallocated for eligible CD activities.
According to the Citizen Participation Plan adopted by the Council in 2000, the Council must hold a public hearing to receive citizen comments on the proposed use of funds. At that time, organizations or individuals may present ideas for use of these funds. Eligible applicants must meet certain requirements in order to receive funds including 501(c)(3) status, and demonstrate that the organization has the capacity to implement the activity according to the Community Development regulations. After a public hearing, we would return to the Council with a recommended plan for use of these funds.
PROPOSED PROCESS
We propose the following schedule for the Council’s consideration:
We recommend that the Council adopt the attached resolution adopting a process to amend the Community Development program.
